Oklahoma Governor Stitt’s Emergency Declaration
The Council on Law Enforcement Education and Training (CLEET) took preliminary steps to address potential impacts from the COVID-19 Pandemic.  These steps will, in the short-term, affect many of our operations.  Some of the immediate impacts will be schedule adjustments to basic academy operations and potential delays in our ability to process licensing applications and training reports. 

This is an extraordinary situation and information can change quickly. We ask for your patience as we take these steps to mitigate the potential long-term effects of this virus.



Statement regarding 2020 annual peace officer training:  We are aware that with all of the many disruptions related to the COVID-19 emergency some of you already have concerns about being able to obtain training to fulfill the 2020 annual training requirement, including the annual firearm qualification.  CLEET is monitoring the situation and will address specific training issues as needed and as more information about the extent and duration of the COVID-19 emergency becomes available.  While most if not all in-person training opportunities have been temporarily cancelled, there are still many online training opportunities available now and more such training is likely to be available in the coming weeks.       





The Council on Law Enforcement Education and Training (CLEET) may collect personally identifiable data in the course of its training, certification, and licensing duties. This personally identifiable information is securely stored in compliance with Criminal Justice Information Services (CJIS) guidelines, state record retention requirements, and other applicable policies and guidelines. CLEET shares personally identifiable information only as allowed by law, such as disclosures required or allowed by the Oklahoma Open Records Act and other statutes particularly applicable to CLEET.


“Personally identifiable data” means information which can identify an individual including, but not limited to, name, birth date, place of birth, mother’s maiden name, biometric records, Social Security number, official state- or government-issued driver license or identification number, alien registration number, government passport number, employer or taxpayer identification number or any other information that is linked to linkable to an individual, such as medical, educational, financial or employment information. 74 O.S. § 3106.4


CLEET is committed to protecting personally identifiable data as it conducts its business on behalf of the public.



Effective January 1, 2020 – All Accreditation/Catalog request forms indicating allowance for the mental health credit will be forwarded from CLEET to the Oklahoma Department of Mental Health and Substance Abuse Services for approval.  The Accreditation/Catalog request form must be accompanied by the lesson plan/curriculum.



Please be aware that because of a temporary staffing shortage we are experiencing increased turn-around times for private security license application reviews.  We have received permission to begin interviewing for our open position and hope to have it filled by January 2020.  Once that position is filled, we expect to see those delays decrease.

The best way to avoid any further delay is to ensure that your applications are complete and correct before submitting them.  All blanks in the application must be filled, all supporting documentation must be provided, all signature lines must be signed and notarized where indicated, and the full application fee must be attached.  Any deficiency in the application will result in notice of the deficiency and thirty days to correct the deficiencies or to be in contact with CLEET staff about ongoing efforts to correct the deficiencies.  Any deficient application which is not corrected or about which the applicant has not been in contact with CLEET staff within 30 days of notification will be discarded.


As of June 1, 2019, CLEET will no longer receive faxes. To better serve you, CLEET will use email to receive and respond to our customers’ needs quickly and promptly. Documents needing original signatures will need to be sent via postal service to:
