The Council on Law Enforcement Education and Training licenses teams (a dog and a handler) to operate as as drug detection dogs and bomb detection dogs. Any dog of a certified canine team who has been previously certified as either a drug dog or a bomb dog is not eligible at any time to be certified in the other category.
CLEET's authority to license canines and their handlers has been given in Title 70 O.S. 3311:

Certify canine teams, consisting of a dog and a handler working together as a team, trained to detect: |

controlled dangerous substances, or |
|
|
(2) |
explosives, explosive materials, explosive devices, or materials which could be used to construct an explosive device; |

provided, the dog of a certified canine team shall not be certified at any time as both a drug dog and a bomb dog, and any dog of a certified canine team who has been previously certified as either a drug dog or a bomb dog shall not be eligible at any time to be certified in the other category. |

Upon retiring the dog from the service it was certified to perform, the law enforcement department that handled the dog shall retain possession of the dog. The handler shall have first option of adopting the dog. If that option is not exercised, the law enforcement department shall provide for its adoption. Once adopted the dog shall not be placed back into active service; |

To apply for license or renewal of license, please submit application through the Thentia Portals (https://cleet.us.thentiacloud.net/webs/cleet/). CLEET will no longer accept paper applications.
Updates and Reminders for applicants:
- Payment can be made in form of credit card, certified check, company check, or money order.
- Please make sure to include the invoice/invoice number of the applicant with payment.
- Payments must only contain one applicant's fee (not multiple).
- Payment will be returned if payment is not the exact amount that is required on the invoice.
- All online applications (New, Renewal, and Upgrade Applications) are paid in two parts: The applicant will pay twenty percent (20%) of the licensing fee during the submission of application. Once application is approved, the applicant will receive an email informing them they are approved pending license fee. Applicants will have only five (5) business days to pay the license fee. Once the fee is paid, the applicant will be able to login and print their license.
- The applicant’s email address is the main form of contact.
- If the applicant has ever had former license with CLEET (law enforcement or security), please have the applicant contact CLEET to verify the email address we have on file before submitting application.
