State Officers (Elected or Non-Elected) & Employees, including Legislators.

This section provides information on the Ethics Rules that apply to each category of State Officers or State Employees including Elected State Officers, Legislators and Non-Elected State Officers and Employees, as well as forms required to comply with the rules.

Lobbying Classification

There are three (3) classified groups of lobbyists who are required to register or renew their registrations on-line for each calendar year and identify the government entities they will lobby, and, on whose behalf, they are lobbying (lobbyist principals).   The three groups are:

  • Legislative Lobbyists - lobbyists and political subdivision employees who lobby the Governor, the Legislature and their staffs.
  • Legislative Liaisons- state officers and employees who lobby the Governor and the Legislature.
  • Executive Lobbyists- lobbyists who lobby executive agencies.

Lobbyist Reports

Legislative Lobbyists and Legislative Liaisons: file monthly reports beginning in February and ending in July, and one report covering July 1 through the December 31.

Executive Lobbyists: must file quarterly reports.  Lobbyist who lobby executive agencies only must file quarterly reports.
