State Officers (Elected or Non-Elected) & Employees, including Legislators

This section will provides information on the Ethics Rules that apply to each category of state officer or employee including Elected State Officers, Legislators and Non-Elected State Officers and Employees as well as forms required to comply with the rules.

Lobbying Information

Lobbying:   There are three classified groups of lobbyists who are required to register or renew their registrations on-line for each calendar year and identify the government entities they will lobby and on whose behalf they are lobbying (lobbyist principals).   The three groups are:

  • Legislative lobbyists (lobbyists and political subdivision employees who lobby the Governor, the Legislature and their staffs.)
  • Legislative liaisons (state officers and employees who lobby the Governor and the Legislature)
  • Executive lobbyists (lobbyists who lobby executive agencies)

Legislative lobbyists and legislative liaisons file monthly reports beginning in February and ending in July, and one report covering July 1 through the December 31.

Executive lobbyists must file quarterly reports.  Lobbyist who lobby executive agencies only must file quarterly reports
