NEW MANDATORY
CLEET ADMISSION REQUIREMENTS
EFFECTIVE NOVEMBER 1, 2009

Effective November 1, 2009, any person who is employed as a peace officer
in Oklahoma and who is scheduled to attend a CLEET basic law enforcement
academy in Ada, Oklahoma, must:

 

1) Within ninety (90) days of hire and prior to CLEET admission, be required to score a minimum of seventy percent (70%) on a reading, writing, and comprehension examination approved and administered by CLEET; 

 
 

2) Prior to CLEET admission, provide proof of a score of a minimum of seventy (70%) percent on a CLEET approved physical assessment test; and

 
 

3) Upon employment and prior to CLEET admission, execute a promissory note payable to CLEET for reimbursement of training expenses if the Peace officer then leaves law enforcement profession within four (4) years of graduating from CLEET.

Some agencies have expressed interest in utilizing the new Physical Test for Safe Participation as a pre-employment screening tool.  To aid in this effort, CLEET will host two Train-the-Trainer style, demonstration classes for agencies wanting to conduct this test at their facility.  The class should take less than two hours to complete.

The Physical Test for Safe Participation given as a pre-employment test at your agency, will not count as a CLEET Academy pre-admission test.  However, it could be beneficial for agencies when making a final selection of candidates. Cadets scheduled for the academy will be required to take a CLEET administered Physical Test for Safe Participation, which will be given to confirmed academy students the Wednesday and Monday before the start of each academy in Ada.

Dates for Demonstration Physical Testing:
November 9, 2009 at 1 p.m.
November 16, 2009 at 1 p.m.

CLEET is excited to announce that we have formed a partnership with the Louisiana State University and the Oklahoma Career Tech. System to bring you top of the line Homeland Security Training in a new format.  The concept is to allow you to get training of up to twenty-one (21) hours before the end of the 2009, without the need to drive across the state.  This exciting new training will allow you to travel to an area Career Tech, and join others like yourself in a classroom setting.  Your instructor will be in a different location all together.  The great thing is, when you ask a question, the instructor can hear you, see you and answer back.  Among the advantages to this training are:

Final All Changes - Effective July 11, 2009 Legal Update 2009

These are the final rule changes adopted by CLEET.  These are the Unofficial Rules.  The Official Rules can be found at the Secretary of State's website.  However, the Official Rules do not presently reflect the rule changes adopted during the 2009 legislative session.

Old language is marked with strikeout and new language is underlined.  These rules become effective July 11, 2009.

 

Final All Rule Changes

The Oklahoma Legislature was busy this year, and made several changes in criminal law, criminal procedure, and made major changes in Title 10.    We have tried our best to summarize those changes which are of the most interest to the law enforcement officer.

 Continuing Education Arizona v. Gant

 The Absentee Shawnee Tribal Police in cooperation with CLEET will sponsor a Ground Fighting/Weapon Retention Instructor Course conducted by Royce Gracie on October 26th – 30th, 2009, in Ada.  Class size is limited to 40 students.

A recent Supreme Court case has made some changes to Police ability to search a vehicle incident to arrest.

Some important things to note—

a. Gant applies only to this fact situation:
1. The person arrested is in custody and unable to access the passenger compartment of the automobile
2. There is no reason to think there is evidence of the crime (the crime for which the person is arrested) is in the car.

b. Gant does NOT apply to inventories or to probable cause searches of an automobile.

Mandatory Training Reminder Continuing Education Mandated Training

On November 1, 2007, Senate Bill 920 mandated a minimum of six (6) hours of evidence based sexual assault & sexual violence training for every active full-time peace officer by January 1, 2012.

To fulfill this mandate the following two (2) continuing education classes satisfy this requirement:

Evidenced Based Sexual Assault
or
Law Enforcement Response to Sexual Assault

Executive Director Larry Birney and CLEET Staff would like to advise that as of September 9, 2009, more than 9,700 full-time and reserve officers have not met the 2009 continuing education mandates.

This means only 30.51% of officers have met all requirements for calendar year 2009.  

Continuing education requirements for active full-time peace officers are as follows:

1.  A total of 25 hours of Continuing Education, two of those 25 hours must be related to Recognizing and Handling the Mentally Ill.

2.  Handgun requalification.

Active reserve peace officers must complete the Handgun requalification only.

Rosters should be submitted to CLEET as soon as training is completed.  Please provide documentation to CLEET if training has been conducted and you have not previously provided those records.

Curriculum Review Meeting

All Law Enforcement and Sexual Assault Advocates are welcome to attend this meeting.  The topic to be discussed is:

Curriculum developed and presented by the Oregon SATF Sexual Assault Task Force.  This is a recognized federally funded Evidence Based Sexual Assault Program, including:

  o Sexual Assault Laws in Oklahoma  
  o Advocates role

 Firearms Requalification Standards Affidavit of Lawful Presence

Beginning on January 26, 2008, all CLEET certified peace officers are required to meet certain firearms requalification standards. Officers must attain a qualifying score of not less than seventy percent (70% or 72 points) utilizing their primary duty handgun.

Effective November 1, 2007, any license obtained from CLEET must have a signed "Affidavit of Lawful Presence" completed, notarized and submitted to CLEET prior to license issuance.
