Board Members

QUALIFICATIONS

To be eligible for appointment as a Pardon and Parole Board member, a person shall possess at least one of the following minimum qualifications:

• A bachelor’s degree in the social sciences from an accredited college or university and five (5) years of experience in the criminal justice field;
• A master’s degree and four (4) years of experience in the criminal justice field; or, 
• A juris doctorate and three (3) years of experience in the criminal justice field.

BOARD MEMBERS

Mrs. Vanessa Price

Mrs. Price currently serves as Chairperson of the Oklahoma Pardon and Parole Board. From October 1990 through January 2012, Ms. Price was employed as a police officer with the City of Oklahoma City. She retired with the rank of Inspector. Her last assignment was with Operations Administration as the Interim Executive Director for Weed and Seed Programs. Mrs.  Price held that position from September 2009 through January 2012.  From May of 1998 to September 2009, she was with the Oklahoma County Drug Court and was instrumental in the development of the Oklahoma County Drug Court Program, including policy manual development, budgeting, and staff training.  

She currently provides training presentations and curriculum development on topics  including recognizing the signs of mental illness, identification of a subject under the influence of drugs, effectively communicating with consumers, strengths-based interviewing, team building, drug testing, program planning and development, grant writing, community supervision, cultural proficiency for consumers served, ethics and confidentiality in treatment programs, psychopharmacology of drugs for first responders, community resource identification and development. Additionally, she works with law enforcement agencies and multi-disciplinary teams across the State on the issue of Drug Endangered Children.

Mrs. Price has an Associate’s Degree from Oklahoma State University in Applied Police Science and a Bachelor’s Degree from the University of Central Oklahoma in Criminal Justice.  She has received numerous awards in the field of criminal justice reform.

In April 22, 2014, Mrs. Price was appointed by Governor Mary Fallin to serve on the Oklahoma Pardon and Parole Board. On January 12, 2015, she was reappointed to a second term and elected by her colleagues to serve as Chairman. Her term expires January 12, 2019. 

Mrs. Patricia "Pattye" High, Esq.

Patricia High is an attorney in private practice in Oklahoma City where she maintains a civil law practice. In 1986, she graduated from the University of Oklahoma with a Bachelor of Arts degree in Political Science from the University of Oklahoma and then and a Juris Doctorate in 1989. Ms. High served as an Assistant District Attorney from 1989 until 2007. 

On July 28, 2014, Ms. High was appointed to the Pardon and Parole Board by Governor Mary Fallin. She was then reappointed to a second term on January 12, 2015. Mrs. High currently serves as the Vice-Chairperson of the Oklahoma Pardon and Parole Board. Her term expires January 12, 2019. 

Mr. Robert "Brett" Macy

Mr. Macy served thirty-two (32) years in law enforcement with the last 25 years was with the Oklahoma City Police Department, where he primarily worked patrol, street gangs, and violent crimes. He retired as a Patrol Lieutenant in November of 2014. He is currently self-employed as an Investigative and Financial Crimes Consultant. 

During his tenure with the Oklahoma City Police Department, Mr. Macy was awarded the Oklahoma City Police Department's Medal for Valor for actions following the Murrah Building Bombing. He was also awarded the S.R. Bryant Community Service Award for involvement in community charity work.

He holds a Bachelor of Art's degree in Oral Communications and Public Relations from the University of Central Oklahoma. 

Mr. Macy was appointed to the Pardon and Parole Board by Governor Mary Fallin on January 12, 2015. His first term will expire on January 12, 2019. 

The Honorable Thomas C. "Tom" Gillert, Esq. 

Judge Gillert holds a Bachelor's Degree from Oklahoma City University in Political Science, a Juris Doctorate from the University of Tulsa, and a LLM in Taxation from the University of Denver. He served 14 years as a Assistant District Attorney with the Tulsa County District Attorneys Office finishing as First Assistant and Chief Prosecutor. He then served as a judge for 20 years with the District Court in Tulsa County, retiring in 2014. He has experience in the private and corporate sectors of the practice of law. He also served in the U.S. Army infantry from 1969 too 1971, stationed in Vietnam. 

Judge Gillert was appointed to the Pardon and Parole Board by the Oklahoma Supreme Court on January 10, 2015. His first term expires on January 12, 2019. 

Mr. William "Bill"Latimer

Following service in the Marine Corps, Mr. Latimer served as with the City of Tulsa's police department for twenty (20) years. After retiring, he rejoined the military as a special agent for the Department of Defense (DOD).  He then joined the Oklahoma Attorney General's Office as an investigator in the Medicaid Fraud Unit. In total, he has served more than 45 years in various local, state, and federal law enforcement agencies.

He was appointed to the Pardon and Parole Board by Oklahoma Supreme Court Chief Justice John F. Reif on April 23, 2015. His first term expires on January 12, 2019.
