The Victims Services Staff

The District Attorneys Council (DAC) Victims Services Division is staffed by eight individuals who provide support services for the Oklahoma Crime Victims Compensation Board (OCVCB), the Oklahoma Victims of Crime Act Board (VOCA), and the Oklahoma Sexual Assault Examination Program (SAEF). SUZANNE BREEDLOVE, Director of Victims Services - Suzanne is responsible for the management of the District Attorneys Council Victims Services Programs. She supervises division staff and is the Administrator for the Victims Compensation Board, the Victims of Crime Act (VOCA) programs, and the Sexual Assault Examination Fund. Suzanne is also responsible for overseeing the financial management of all programs within the division.

MEAGAN BLAN, Board Claims Examiner - Meagan is responsible for reviewing and making recommendations on all crime victims compensation claims totaling between $2,500 and $10,000. She is also responsible for reviewing victims compensation claims over $10,000 that are scheduled for Board decision. Meagan also processes Additional Considerations on any claims that were originally assigned to her.

ROBIN FRANK, VOCA Program Monitor - Robin is one of three grant monitors who will conduct on-site visits of programs receiving federal VOCA grant funding.

TINA HARMAN, Public Information Officer - Tina is responsible for all press releases, training, and outreach programs pertaining to the OCVCB Program. Tina also attends Pardon and Parole meetings and is there to assist victims before and after testimony.

AMY DUNN, VOCA Administrative Assistant - Amy is responsible for providing technical assistance and training to VOCA subrecipients and applicants using the OKGrants online system. Amy assists subrecipients with data collection questions and insures all reports are timely filed in order for her to input the data into the Federal data collection system.  Amy will also be scheduling site visits for the VOCA Grant Monitors and coordinating meetings of the VOCA Board.  

MICHELLE NAYLOR, Victims Division Accountant - Michelle is responsible for the budgeting and reconciliation of all accounts administered through the DAC Victims Division.

CLAUDIA ROMERO, File Clerk - Claudia works part-time in the Victims Division and is responsible for filing and records disposition.  In addition to this responsibility, Claudia logs in all victims compensation claims.

VALERIE STEPHENS, Sexual Assault and Restitution Recovery Specialist- Valerie is the go-to person for all matters pertaining to the Sexual Assault Examination Fund. She is responsible for processing payments for all sexual assault examinations in Oklahoma. Valerie is also responsible for evaluating claims for possible restitution/subrogation recovery.

SANDRA THOMPSON, VOCA Program Monitor - Sandra is one of three grant monitors who will conduct on-site visits of programs receiving federal VOCA grant funding.

KATHY WHITE, Administrative Claims Examiner - Kathy is responsible for reviewing and making recommendations on all crime victims compensation claims totaling less than $2,500, and all claims submitted for eligibility consideration. Kathy also processes Additional Considerations on any claims that were originally assigned to her.

JAIME YAHNER, VOCA Program Monitor - Jaime is one of three grant monitors who will conduct on-site visits of programs receiving federal VOCA grant funding.

LORA SCHILTZ, Victims Services Assistant - Lora is the primary contact for the division and takes the majority of calls from the public. Lora is responsible for incoming division mail, deposits, scheduling services, updating the website, and assisting other staff with mailouts. In addition, Lora also reviews claims for criminal/civil case status.
