Broadband Technology Opportunities Program
(National Appropriation: $4,700,000,000)

Description: The stimulus package provides funding to develop and maintain wireless and broadband infrastructure to service under served areas. Funding can be awarded for a wide range of projects, including acquisition of equipment, training, and support for schools, libraries, health care providers, community colleges and other community institutions; construction of broadband infrastructure; ensuring access for vulnerable populations. State, local, and tribal governments are eligible for funding, as are certain private organizations.

Energy Training Partnership Grants
(National Appropriation: $100,000,000)
(Oklahoma Appropriation - Unknown)

Description: The purpose of this competitive grant is to train and teach workers the skills required in emerging energy efficiency and renewable energy sectors. Projects will provide training and placement services in the energy efficiency and renewable energy industries for workers impacted by national energy and environmental policy, individuals in need of updated training related to the energy efficiency and renewable energy industries, and unemployed workers. Proposed projects must be developed and implemented through strategic partnerships.

Timeline & Criteria for Funds:

June 24, 2009 - Notice of solicitation published in Federal Register
September 4, 2009 - Closing date for application
24 months - Period of performance for expending funds

Job Corps Centers
(National Appropriation: $250,000,000)

Description: The American Recovery and Reinvestment Act allocates funds for the construction, rehabilitation and acquisition of these centers. Up to 15 percent of these funds may be allocated for Jobs Corps Centers for operation, which may include training for careers in energy efficiency, renewable energy and for environmental protection agencies.

Health Professional Training Program
(National Appropriation: $500,000,000)

Description: This program provides funding for the National Health Services Corporation (NHSC). The NHSC recruits and trains health professionals to deliver health care in under served communities.

Pathway Out of Poverty
(National Appropriation: $500,000,000)
(Oklahoma Appropriation - Unknown)

Description: The purpose of this competitive grant will be for projects that provide training and placement services to provide pathways out of poverty and into employment within the energy efficiency and renewable energy industries. Grantees selected from two separate types of applicants will be funded through this solicitation: (1) national nonprofit entities with networks of local affiliates, coalition members, or other established partners; and (2) local entities.

Special Transfers for Unemployment Compensation Modernization
(National Appropriation: up to $7,000,000,000)

Description: This provides “incentive payments” to states which agree to amend their unemployment compensation laws to provide more generous base-period calculations and adopt less restrictive grounds for disqualification based on availability of and applicants’ search for work.

State Unemployment Insurance and Employment Services Grants
(National Appropriation: $400,000,000)

Description: The American Recovery and Reinvestment Act provides funds for grants for unemployment insurance and employment services made available to the states through Sept. 30, 2010, by the Department of Labor, Employment and Training Administration.

Training Funding
(National Appropriation: $853,750,000)

Description: The American Recovery and Reinvestment Act amends section 236 of the Trade Act by increasing funds to states for training.

Workforce Investment Act Funding-Adults
(National Appropriation: $500,000,000)
(Oklahoma Appropriation - $3,650,170)

Description: This program will provide funds for grants to state and local governments for adult intensive training services and employment programs under the Work Force Investment Act. Priority will be given to recipients of public assistance and other low-income individuals. The Oklahoma Department of Commerce will be responsible for the distribution of these funds.

Timeline & Criteria to Receive Funds for all of the WIA programs:

March 6, 2009 - Allotments to states announced by the U.S. Department of Labor (DOL)
March 17, 2009 - Grant agreements signed by states
March 18, 2009 - DOL issued Implementation Guidance
April 15, 2009 - Deadline for states to submit 5-year plan
June 30, 2009 - Deadline for states to submit modifications to the state plan
June 30, 2011 - All WIA funds must be expended

Workforce Investment Act Funding-Youth
(National Appropriation: $1,200,000,000)
(Oklahoma Appropriation - $8,708,036)

Description: This program will provide funds to provide grants to states for the creation of summer youth employment opportunities and to provide GED preparation classes for out-of-school youth. These funds may not be used to fund Youth Opportunity Grants. The Oklahoma Department of Commerce will be responsible for the distribution of these funds.

Workforce Investment Act Funding-Dislocated Workers
(National Appropriation: $1,250,000,000)
(Oklahoma Appropriation: $6,023,463)

Description: This program will provide training and re-employment services for dislocated workers. It aims to quickly re-employ laid-off workers and to enhance their employability and earnings by increasing occupational skills. The Oklahoma Department of Commerce will be responsible for distributing these funds.

Other Employment and Training Services
(National Appropriation: $1,000,000,000)

Description: The stimulus package provides funding for the national reserve for assistance to dislocated workers, working training and placement in high growth and emerging energy sectors, and for the YouthBuild program.

State Unemployment Insurance and Re-employment Service
(National Appropriation: $400,000,000)

Description: The stimulus package provides funding for state reemployment services to connect unemployment insurance claimants to employment and training opportunities. This funding will be distributed by pre-existing formula.
