OSBI Criminal Analyst Receives High Honor

OSBI Criminal Analyst Terri Turner will be honored Thursday night in St Louis by the International Homicide Investigators’ Association for her work in the truck stop prostitute case.   From September 2003 through April 2004, Turner worked on compiling hundreds of pieces of information on prostitutes killed in Oklahoma and surrounding states. Most of the women had ties to the Oklahoma City area.  Numerous other victims were identified and entered into a matrix for future comparison.

Turner eventually contacted ViCAP (Violent Criminal Apprehension Program) to help coordinate the multi-jurisdictional effort.  Today, the case is a federally funded initiative that provides for continued analysis, case management assistance, conferences, etc.

Upon hearing she was to be presented this award Turner said, “It was a great surprise and honor to be nominated, let alone to be selected as a recipient.”  OSBI is very proud of Turner’s accomplishments.  She also received the OSBI Non-Commissioned Employee of the Year in 2004 for her work on this case.
