The Human Capital Management Division of the Office of Management and Enterprise Services has responsibility for overseeing human resources services for the State of Oklahoma employees. Our specialties include workforce planning and organizational development, employee benefits administration and management, classification and compensation, applicant services and testing, personnel assessment, recruitment and retention, wellness programs, employee relations, payroll and training and development. In addition, the HCM division contracts with many state agencies for comprehensive human resources and payroll functions.
