ASSESSMENT AND EQUALIZATION ANALYST, V30
Positions in this job family are assigned responsibilities involving the completion of property appraisals and projects related to the Equalization Study Program and Computer Assisted Mass Appraisal activities and other performance based audits which may be required. This includes research and analysis of real estate and property values, level of tax assessments and assisting and advising County Assessors and deputies as required.

The Assessment and Equalization Analyst job family consists of three levels which are distinguished based on the level of complexity of job assignments, the level of expertise required to complete specific job assignments or projects, and the responsibility assigned for the supervision of others.
Level I Code: V30A Salary Band: I
This is the career level of this job family where employees are assigned responsibilities at the full performance level related to equalization studies, annual audit evaluations, computer assisted mass appraisal, real and personal property appraisals, data analysis, and may include centrally assessed property valuation, public utility valuation or cadastral mapping. Duties also include providing orientation, training and on-going assistance to county assessors and their deputies in all phases of computer assisted mass appraisal and cadastral mapping systems.
Knowledge, Skills and Abilities required at this level include knowledge of property valuation and appraisal techniques for rural and urban real estate; of state laws specific to ad valorem tax; of computer assisted mass appraisal of real and personal property; of computerized cadastral mapping techniques; of geographic information systems; of auditing techniques; and of valuation techniques for application to machinery and equipment, livestock and other non-real estate assets. Ability is required to explain tax assessment processes to local tax officials; to prepare written reports; and to make presentations to groups of valuation professionals.
Education and Experience requirements at this level consist of a bachelor’s degree in accounting, economics, mathematics, statistics, finance or business administration and one year of experience in appraising or assessing real estate, financial auditing, computerized mapping, land records research, or as a real estate abstractor; or advanced accreditation for Oklahoma County Assessors and Deputies as certified by Oklahoma State University Center for Local Government Technology and one year of experience in appraising or assessing real estate, financial auditing, computerized mapping, land records research, real estate abstractor; or an equivalent combination of education and experience.
Level II Code: V30B Salary Band: J
This is the specialist level of this job family where employees provide training and assistance to Level I Assessment and Equalization Analysts. Duties include providing functional supervision, analyzing and reviewing assessments, appraisals and any data analysis made by level I Assessment and Equalization Analysts and acting as a team leader or a lead worker.
Knowledge, Skills and Abilities required at this level include those identified at Level I plus knowledge of training principles and techniques, and ability to organize and direct the work of others.
Education and Experience requirements at this level consist of those identified in Level I plus one additional year of qualifying experience.
Level III Code: V30C Salary Band: L
This is the leadership level of this job family where employees are assigned responsibilities involving the direct supervision of others. This includes assigning and reviewing work, insuring the completion of assigned tasks or projects and other administrative responsibilities including but not limited to employee development, employee evaluations and performance appraisals, disciplinary actions and approval of leave.
Knowledge, Skills and Abilities required at this level include those identified in Level II plus knowledge of supervisory principles and practices. Ability is required to supervise the work of others; to explain complex issues or matters concerning property valuations; to analyze computer generated data; to coordinate data for various reports. The employee must be capable of communicating effectively to other Assessment and Equalization Analysts and the public.
Education and Experience requirements at this level consist of those identified in Level II plus two additional years of qualifying experience.
Some positions may require experience in a specific type of property appraisals, Computer Assisted Mass Appraisal, or Graphic Information Systems related to mapping or other technical fields.
Applicants must be willing and able to perform all job-related travel normally associated with any assessment and equalization analyst position.
