PUBLIC UTILITY REGULATORY ANALYST, M40
Positions in this job family are involved in professional level work in the analysis of utility rates, expenses, revenues and services. This includes preparation of recommendations concerning utility rate causes and other utility projects, administration of related utility funds, managing the transition to competitive service environments, and enforcement of Commission rules and orders.

The Public Utility Regulatory Analyst job family has four levels which are distinguished by the complexity of assignments, the level of expertise required to perform the duties assigned, and the responsibility assigned for providing leadership to others.
LEVEL I: Code: M40A Salary Band: J
This is the basic level of the job family where employees are assigned responsibility for performing routine entry level work in a training status to build their skills in gathering and analyzing data concerning public utilities, and in reviewing utility applications. In this role they will assist higher-level analysts during presentations at public meetings, in preparing exhibits and testimony, and may be called upon to provide expert testimony in routine cases, or to research a portion of a case and testify to the findings.
Knowledge, Skills and Abilities required at this level include knowledge of economic principles relating to utility rates and cost analysis; of the principles of accounting and auditing; of the methodologies and practices of data collection; of research methodologies; and of statistical and cost analysis. Ability is required to write reports; to provide presentations including oral testimony; to audit, review and analyze business and financial records; and to execute and analyze computer simulation programs.
Education and Experience requirements at this level consist of a bachelor's degree in economics, finance, accounting, business or a closely related field or an equivalent combination of education and experience, substituting one year of experience in the analysis of utility rates, expenses, revenues and services for each year of the required education.
LEVEL II: Code: M40B Salary Band: L
This is the career level of the job family where employees are assigned independent responsibility for gathering and analyzing data concerning public utilities and reviewing utility applications. This includes facilitating public meetings, preparing exhibits and testimony, and serving as an expert witness.
Knowledge, Skills and Abilities required to perform work at this level include those identified in Level I plus the ability to review data and make appropriate decisions regarding public utility operations and to project future costs.
Education and Experience requirements for classification at this level consist of those identified in Level I plus one year of professional experience in utility accounting, management, cost allocation or utility pricing methodologies or a master’s degree in economics, finance, accounting, business or a closely related field or a juris doctorate degree or an equivalent combination of education and experience.
LEVEL III: Code: M40C Salary Band: L
This is the specialist level where employees are assigned advanced level public utility issues to include responsibility for the review of staff recommendations and findings. Incumbent has a clear specialization and is recognized as an expert in the field. Emphasis is placed on high levels of initiative and minimal supervision. Incumbents have the technical freedom to plan and conduct their job functions as they perform a full range of duties. Some positions may occasionally provide technical guidance to lower level analysts on special projects.
Knowledge, Skills and Abilities required at this level include those identified in Level II, plus knowledge of advanced public utility economic and accounting principles and the ability to perform highly independent work, make independent decisions, and analyze complex business and financial records and public utility regulatory issues.
Education and Experience requirements at this level consist of those identified in Level II, plus one additional year of qualifying experience in utility accounting, management, cost allocation or utility pricing methodologies.
LEVEL IV: Code: M40D Salary Band: N
This is the leadership level of the job family where employees are assigned responsibility for directing and supervising the work activities of assigned areas of responsibilities, projects, or programs on a regular and consistent basis. Positions are assigned responsibility for the supervision of other Public Utility Analysts, including reviewing and assigning work, providing training and evaluating performance. Some positions may provide direct supervision which includes additional responsibilities for employee development, approving leave and initiating disciplinary actions, as well as performing related administrative functions.
Knowledge Skills and Abilities required at this level include those identified in Level III plus knowledge of supervisory principles and practices and ability to supervise the work of others.
Education and Experience requirements at this level consist of those included in Level III plus one additional year of qualifying experience in utility accounting, management, cost allocation or utility pricing methodologies.
