The Board of Tests for Alcohol and Drug Influence (BOT) regulates the ignition interlock device industry within the State. An ignition interlock device is a mechanism that prevents a vehicle from starting when the breath alcohol concentration of a breath alcohol test meets or exceeds the startup set point. The ignition interlock device is used extensively as a part of licensing actions administered by the Department of Public Safety. Additionally, the ignition interlock device is used by many courts and probation officers who utilize the ignition interlock device as a program condition or condition of probation for individuals charged or convicted of alcohol related offenses. The Oklahoma Ignition Interlock Device Regulations of Title 40 Chapter 50 in the Oklahoma Administrative Code govern ignition interlock device activity.
The following information is offered to help people make an informed decision when selecting an ignition interlock device to have installed in their vehicle.
The BOT certifies ignition interlock devices on an annual basis and publishes a list of approved ignition interlock devices. A link to each manufacturer website and the toll free phone number to call for installation information is included in this list. The approved ignition interlock devices listed appear in a random order and rotate every week.
The BOT approves and physically inspects ignition interlock service centers on an annual basis. A license is issued to each service center. Should you question whether a service center is properly licensed, you can ask to see the license or contact the BOT for license verification. Ignition interlock devices are leased and serviced through a statewide network of licensed service centers. The lease and service agreement may include fees for installation, monthly service, and removal of the ignition interlock device. Other fees may be assessed by the service center for rescheduling, violation resets, permanent lockouts, etc. You are encouraged to contact the manufacturers to inquire about types and costs of fees.
The BOT approves ignition interlock technicians on an annual basis. A license is issued to each technician. No person may perform any service related to any device without being duly licensed by the BOT. Oklahoma state law specifically prohibits any person from making an overt or conscious attempt to physically disable, disconnect or wire around an ignition interlock device, unless certified pursuant to rule or Oklahoma Statutes. Should you question whether a technician is properly licensed, you can ask to see the license or contact the BOT for license verification.
Upon completion of the installation of an approved device within the Inclusion Zone and required for compliance with an Installation Authority, the licensed ignition interlock technician shall provide the participant with installation verification and remit the appropriate fee.
Upon completion of the installation of a device outside the Inclusion Zone and required for compliance with an Installation Authority, the ignition interlock technician who installs the device and the participant shall complete an Application for Foreign Installation Verification. This completed form shall be submitted to the BOT with the appropriate fee. Upon receipt, the BOT will review the application and either:
1. Approve the application, affix the installation verification and forward to the Monitoring Agency listed on the application, or
2. Deny the application and return the application and fee to the participant's mailing address indicated on the application.
