Lance Terry Selected as State 9-1-1 Coordinator
The Oklahoma 9-1-1 Management Authority has hired Lance Terry as the new State 9-1-1 Coordinator. In this role, Terry will work to assist all 9-1-1 Public Safety Answering Points (PSAPs) with compliance with Oklahoma’s statutory requirements, solicit and administer 9-1-1 grants for the State of Oklahoma, and develop 9-1-1 operator training and certification standards in coordination with the Authority.
Terry brings nearly three decades of experience in emergency communications to the post. Most recently, he served as the City of Norman’s Communication System Manager since 2003. There he managed a staff of dispatchers and technical staff for 9-1-1 and non-emergency calls for Norman police, fire, emergency medical services, animal welfare and Little Axe fire departments, along with the City-wide radio system with more than 1,350 subscribers.
Prior that position, Terry has worked in many areas of emergency communication, from his first 9-1-1 job in Chickasha as a dispatcher to 13 years with Midwest City in numerous positions, including communications officer, communications training officer supervisor, and computer aided dispatch administrator.
In addition to his experience as a career emergency communicator, Terry has played an active role in the Oklahoma and national chapters of the Association of Public Safety Communications Officials (APCO). He has served on committees for projects including the Urban Area Security Initiative (UASI) for the Oklahoma City metro area, ACOG 9-1-1 Technical Committee, and the National Governors Committee for Interoperability. He was a leader in the effort to develop free regional APCO training for dispatchers across the state. These classes are now attended by more than 200 dispatchers per year.

The State 9-1-1 Coordinator position was created as a result of the Oklahoma 9-1-1 Management Authority Act, which was signed into law by Governor Fallin in 2016. The coordinator position is housed within the Oklahoma Department of Emergency Management, but will report directly to the Authority.
Terry’s first week as Coordinator coincides with National Public Safety Telecommunicators Week, which is held this year on April 9-15 to honor personnel in the public safety community.
