Tax Credits Available
The Sales Tax Relief Credit provides a refundable credit of $40
per household member intended to offset the sales tax on
groceries paid by low and moderate income families. It is
available to households with income up to $50,000 or individuals
with up to $20,000 annual income. (A member of the household
must be a senior citizen or a person with disabilities.)
The Earned Income Tax Credit (EITC) is a refundable tax credit
for working families. Oklahoma's EITC is set at 5% of federal
EITC and provides an average credit of $95.
If you think you may be eligible for the Sales Tax Relief
Credit, call the Oklahoma Tax Commission and ask to speak to the
next available representative at 405-521-3160. If you have
qualified for the federal Earned Income Tax Credit on your 1040
tax form, there will be a place on your state tax form to file
state EITC. Contact the organization which does your taxes to
find out more about the EITC.

Victory for Parity in Insurance for Mental Health Coverage
On October 3, 2008 the U.S. House of Representatives passed the
Emergency Economic Stabilization Act (HR 1424) which had passed
the U.S. Senate earlier in the week. As of October 6, 2008 this
bill has been signed by President Bush and is now part of
federal law. Included in this bill popularly known as the $700
billion bailout of Wall Street was the provision to require
group health plans to cover treatment of mental illness on the
same terms and conditions as other conditions. The mental health
parity portion of the law becomes effective 1 year after
enactment of the bill. This will mean that group health plans
will no longer be able to impose limits on inpatient days or
outpatient visits or require higher deductibles or cost sharing
for mental illness or addition treatment. For more information

Representing the Concerns of Oklahomans with disabilities
The Office of Disability Concerns ( ODC, formerly Office of
Handicapped Concerns ) is an independent
state agency whose purpose is to help state government develop
policies and services that meet the needs of Oklahomans with
disabilities.
ODC serves as a resource, to people with disabilities, who want
to present their views and recommendations to the Governor, the
State Legislature and State agencies.

The Office of Handicapped Concerns is
getting a new name. Beginning November 1, 2007 this
office will be called the Office of Disability Concerns.
This name change resulted from passage of House Bill
1084 in of the Oklahoma Legislature last year.
I applaud this effort which will reflect
a more current terminology in our agency name. We will
continue with our agency mission providing accurate and
timely information services, technical assistance and
advocacy. We act as an intermediary for persons with
disabilities and provide services to those with
disabilities.
