Healthy Communities Incentive Grants
The Oklahoma Tobacco Settlement Endowment Trust (TSET) will be offering Healthy Communities Incentive Grants to cities that receive certification through the newly created Certified Healthy Communities (CHC) program, which is administered by the Oklahoma State Department of Health (OSDH). The Healthy Communities Incentive Grants will provide opportunities for cities to receive monetary awards based on the size of the community, the level of certification achieved, and the incentive criteria met (basic incentive, merit incentive or excellence incentive). While the funding is available, these incentive grants will be provided to communities to enhance wellness activities, in their areas of poorest health. Cities awarded grant funding must apply the funds to advancing any of the CHC criteria they believe best addresses the needs and opportunities in their communities.
Communities receiving CHC certification will be eligible to apply to TSET for the Healthy Communities Incentive Grants. Certain criteria from within the CHC program have been selected as Incentive Grants requirements, placing a priority on higher impact policies and actions to improve community health. The CHC and Incentive Grants criteria address such issues as tobacco and alcohol use prevention, improving nutrition and physical activity, addressing built environments and transportation, health services, and community education.

Incentive amounts are cumulative, i.e. if you meet all of the criteria in the Merit level, you will be eligible for the Basic and the Merit award amounts combined. The grants process will be available for application in January 2012. The requirements are listed below in each category with indicators as follows: |

Section 1: Tobacco and Alcohol
Promoting Healthy Lifestyles
| • All city-owned/operated properties are smoke free indoors (no smoking rooms) BI |
| • All city-owned/operated properties are tobacco free EI |
| • All city-owned/operated properties are alcohol and drug free (if alcohol is allowed at special events, community must have written policies) EI |
| • Local educational institutions (including primary, secondary and higher education) have adopted policies ensuring “24/7” tobacco, alcohol and drug free properties (could be promoted at local school board meetings, PTA meetings, etc.) BI-largest public school district / EI – all public school districts |
Controlling the Location, Number, and Density of Alcohol and Tobacco Retail Outlets
| • Community requires approval for new retailers selling alcohol for off-site consumption near high-crime areas, schools, and parks BI |
Reducing Youth Access to Alcohol and Tobacco
| • Community enforces the Social Host ordinance/law to hold those who allow underage drinking or drug use legally accountable if the property it occurs on is under their control MI |
| • Community has frequent compliance checks conducted by local law enforcement to identify and discourage illegal sales of tobacco and alcohol and the results are made public EI |
Restricting the Time, Place and Manner of Alcohol and Tobacco Marketing/Advertising
| • Community has an ordinance that states no alcohol or tobacco marketing/advertising at city-sponsored events (i.e. county fairs, rodeos, motor sports, other sporting events, parades, concerts, museums, dances, festivals, etc.) MI |
