Disbursements Processing

The State Treasurer's Office hosts two disbursement applications for state agencies.  These are ACES, the
Agency Check Entering System and the EFT/ACH Direct Deposit System. The Agency Check Entering System,
is an online system that allows the agency to logon and process individual disbursement transactions. Utilizing
ACES a state agency may elect to print a warrant, originate an ACH credit or initiate a wire transfer.  State agencies
who would like to utilize the wire transfer options should contact personnel in the State Treasurer?s Office, Comptroller
Division in advance to discuss the requirements and related procedures.

The EFT/ACH Direct Deposit system was designed by the State Treasurer's Office to process larger volume
disbursement transaction files to be processed through the ACH network.

            EFT PROCESSING

EFT Participant Authorization

There must be an EFT participant in the system in order to create ACH transactions though ACES.  The participant
information and the agency's disbursement information is combined and converted by the State Treasurer's Office
into the standard NACHA format and is transmitted to the state's EFT originating bank.    

EFT Exception Processing

If the agency realizes that an erroneous EFT file or entry has been submitted, the State Treasurer's Office will make
every effort to reverse or stop the file or entry.  There are two methods of retrieving EFT/ACH items after they have
been submitted to the State Treasurer's Office for processing.  These methods are the Stop Payment/Delete process
and the Reversal process.  The State Treasurer's Office will determine what process is appropriate based on the
submission of a completed, authorized request.
