Banking Operations

Banking Services are provided to State Agencies by the State Treasurer's Banking Operations Department, which is within the Banking Services Division of the Oklahoma State Treasurer’s Office. The Banking Operations Department provides banking services such as cashing warrants, providing change orders for agencies, initiating electronic funds transfers, issuing stop payments on warrants, posting deposits and deposit transfers from one agency account to another.

All state warrants are paid by the State Treasurer. Positive pay is a type of account reconciliation service provided by the State Treasurer’s Office and is one of the most effective fraud prevention tools available. The State Treasurer’s Office compares warrants that it receives for payment against the record of the warrants issued by state agencies. If the State Treasurer’s Office receives a warrant that does not match the information in the state agencies issue records, it identifies it as an exception item.
