The Board operated under the auspices of the Oklahoma Public Employees Retirement System from 1976 to 1990.

The Board has 8 members: the State Insurance Commissioner (or his designee), the Director of the Office of State Finance, two members appointed by the Governor, two members appointed by the Speaker of the House of Representatives, and two members appointed by the President Pro Tempore of the Senate. All appointed members serve for terms of four years. Vacancies of appointed members are filled for the remainder of the original appointed term.

Board appointees are required to have demonstrated experience in investment or funds management, public funds management, public or private group health or pension fund management, or group health insurance management; be licensed to practice law in this state and have demonstrated professional experience in commercial matters; or, be licensed by the Oklahoma State Board of Public Accountancy to practice in this state as a public accountant or a certified public accountant.

The Board is charged with the responsibility of administering the group insurance plans subject to the provisions of the Oklahoma State and Education Employees Group Insurance Act. Its primary responsibilities are to establish premium rates, benefit structure, eligibility requirements, and manage the funds for the insurance programs they are directed to offer.

Board meetings are open to the public and held monthly. The annual calendar for Board meetings is set prior to the beginning of that year.  Monthly agendas are posted in accordance with the requirements of the Open Meeting Act.
