3. All pets sold by licensed Pet Breeders have a health examination by a licensed Veterinarian and the purchaser gets a copy.

4. All pets sold by licensed Pet Breeders are permanently identified. 

5. All pets sold by licensed Pet Breeders have a health guarantee.

Why would a breeder not want to get licensed?
