Code Change Proposals

Code change proposals may be submitted by anyone proposing a change to any code assigned to a technical committee created to review the codes. Once the technical review committees begin, all code change proposal forms will be considered by the appropriate committee.

Deadlines for submitting code change proposals to the committees are as follows:

  • Building, Existing Building, and Fire (BEBF): March 1, 2024
  • Fuel Gas, Mechanical, and Plumbing (FGMP): March 1, 2024

Public Comments

Following Oklahoma Uniform Building Code Commission approval of the technical review committee's recommendations for a code adoption, the rules are written and posted for public comment. These comments may be submitted by anyone prior to the designated deadline.

 

The OUBCC has set volunteer technical review committees. However there are still a few open positions. Applications will be accepted to fill those positions until the committee finishes their review.

2018 International Energy Conservation Code Review

Update #1: The Energy Conservation Technical Committee has completed review of the 2018 IRC, Chapter 11 and several other applicable code sections and made recommendations to the Commission for modifications to the IRC. The committee requested the Commission reconsider which edition of the International Energy Conservation Code to review. The commission voted at the January 18, 2022 meeting to change the review to the 2018 edition. The committee will commence work on that next. New meeting dates have been scheduled and are on the technical committee page.  

OUBCC Mission

The mission of the Oklahoma Uniform Building Code Commission is to establish minimum statewide codes affecting or relating to the built environment for the protection of life and property, to be utilized throughout the state, assuring public health, safety, and welfare.  

Code Adoption In Progress

The OUBCC voted during the December 12, 2023 regular meeting to begin rulemaking to adopt the 2023 National Electrical Code, including updating the edition year of the NEC in the other state adopted codes. The OUBCC is also taking this opportunity to update the edition reference to the previous adoption of the 2018 International Residential Code in the applicable "Referenced Standards" chapters of the other codes.

OUBCC History

The Oklahoma Uniform Building Code Commission (OUBCC) was created by the Legislature in 2009 to develop state-wide minimum building codes for residential and commercial construction. These codes ensure that all construction (residential and commercial) in the state is safe and healthy for the of citizens and visitors to the State of Oklahoma.

The OUBCC has adopted nationally recognized base-model codes with modifications through the state's rulemaking process. All jurisdictions in the state of Oklahoma have the ability to adopt these minimum codes for their area. These jurisdictions may also adopt codes that are more restrictive.

If you are planning to build in Oklahoma, it is a good idea to check with the jurisdiction in which you plan to construct your building and find out what their requirements are.
