Arrest Warrant Issued in 1996 Delaware County Murder Case

An arrest warrant for first degree murder has been issued in the case of 29-year-old Barbara Ann Willard of Jay, Oklahoma.   Willard was last seen June 17, 1996, by family members.  Ten days later her abandoned car was found in rural Delaware County.  OSBI collected skin tissue from inside the car which was later identified as Willard’s.  Her remains have never been found.

OSBI fingerprint analysts lifted fingerprints from the car which, due to a recent upgrade in technology, were matched through the Automated Fingerprint Identification System to John Lee Weeks, formerly from Gentry, Arkansas.  An OSBI agent then collected prints from Weeks who now sits in a Kansas Prison.  Analysts positively identified the print as the same one left in the victim’s car.   DNA collected from inside the car was also matched to Weeks.

OSBI agents and the Delaware County Sheriff’s Office worked this case for 15 years.  That resolve plus refined fingerprint and DNA technology contributed to the resolution of this case.
