Employment Process and Opportunities
The OSBI utilizes different types of job categories within state government. The application process may differ according to the position in which you are interested.
REGULAR, FULL-TIME EMPLOYMENT
IN THE STATE CLASSIFIED SERVICE
Most of the positions at the OSBI fall into this category. You may apply for positions through the Human Capital Management (HCM) of the Office of Management and Enterprise Services (OMES) web site at www.jobs.ok.gov when a position is posted.
Depending upon the position for which you apply, you may be required to take a written test and possibly a skills test (typing) at HCM. The first step is to submit a Merit System application through HCM's web site. You should contact HCM if you have questions about this process. A few positions within the OSBI are in the unclassified service. These positions are usually filled from direct recruitment by the OSBI. When positions in this category are available to external applicants, position descriptions along with required qualifications are posted on this website. The application process for each position will be described at the time of the posting.
This category of employment is commonly referred to as 999 hour employment. Occasionally, the OSBI hires part-time and full-time temporary employees who may work only a total of 999 hours in a calendar year. Depending on the need of the agency, these positions may be scheduled for any number of hours of work per week, as few as 20 hours per week or 40 hours per week. These positions receive no benefits and are paid only for the actual hours of work. Pay usually starts at $9.46 per hour. Carl Albert Internship and Executive Fellows Programs
State government offers an internship program called the Carl Albert Internship Program and the Carl Albert Executive Fellows Program. These are administered through the Human Capital Management (HCM) of the Office of Management and Enterprise Services, participants must be enrolled in undergraduate or graduate programs with a state university, and all agencies that desire to employ Carl Albert Interns and Executive Fellows may utilize the applicant pool maintained at HCM. Salaries will vary. Interested persons should contact HCM directly for information.
The OSBI's Criminalistic Services Division participates in an unpaid practicum program with the University of Central Oklahoma, East Central University, and Cameron University. Eligible participants must be enrolled in appropriate bachelor degree programs. For information about developing a practicum program with a college or university not listed here contact OSBI Human Resources. A limited number of practicum students are utilized each year, and the competition is usually intense. Practicum Application Materials
The OSBI's Investigative Services Division does not currently utilize an internship program.
Interest in our investigative and forensic science (Criminalistics) divisions is always high. Those without experience as a commissioned law enforcement officer or as a forensic scientist may qualify for an entry-level position through education. The following minimum qualifications apply to the noted positions.
Law Enforcement Special Agent Level I
Education and experience requirements at this level are contained in Title 74 O.S. Section 150.8A: An Agent, at the time of his appointment to the Bureau, shall be at least twenty-one (21) years of age and shall possess a bachelor's degree from an accredited college or university.
Criminalist Level I
Education and experience required is a minimum of a bachelors degree from an accredited college or university in chemistry, biology, forensic science, criminalistics, toxicology, a closely related natural science, criminology, law enforcement, or criminal justice.
Successful applicants for positions with the Bureau must successfully complete a polygraph and thorough background investigation. In addition to these requirements, applicants for commissioned positions must also successfully complete a drug screen and a psychological evaluation.
The following standards have been established and will automatically disqualify any applicant to the OSBI:
- Illegal use of a controlled substance within certain time frames
- The sale, manufacture or distribution of a controlled substance
- A positive confirmed drug urine test (commissioned applicants and other positions as designated)
- Commission of an undetected crime that, if known would have been a felony charge
- Failure to be in compliance with state or federal income tax requirements
- Conviction of any crime of domestic violence as provided in the Federal Domestic Violence Law of 1996
