ASSESSMENT AND EQUALIZATION ANALYST, #V30
Basic Purpose:
Positions in this job family are assigned responsibilities involving the completion of property appraisals and projects related to the Equalization Study Program and Computer Assisted Mass Appraisal activities. This includes research and analysis of real estate and property values, property tax assessments and assisting and advising County Assessors and Boards of Equalization.
Typical functions:
The functions within this job family will vary by level, but may include the following:
Conducts property appraisal activities through the research of records, completion of comparisons to similar properties, establishing dollar values and determining appropriate property tax assessments; reviews and verifies tax exempt status.
Participates in the Annual Equalization Study Report by determining assessment levels, the dispersion of assessments in each county for each classification of property, average levels and personal property valuation schedules.
Conducts Geographic Information System (GIS) projects involving the design, compilation and analysis of computer and manual mapping resources.
Assists County Assessors and Boards of Equalization by conducting training at valuation schools, advising assessors of real estate application standards and in completing appraisals.
Confers with County Assessors, the State GIS Council and user group organizations in the planning and organizing of GIS training classes and materials.
Appears in court or before Boards of Equalization as an expert witness.
LEVEL DESCRIPTORS:
The Assessment and Equalization Analyst job family consists of three levels which are distinguished based on the level of complexity of job assignments, the level of expertise required to complete specific job assignments or projects, and the responsibility assigned for the supervision of others.
Level I Code: V30A Salary Band: I
This is the career level of this job family where employees are assigned responsibilities at the full performance level related to equalization studies, annual audit evaluations, computer assisted mass appraisal, real and personal property appraisals, centrally assessed property valuation, public utility valuation or cadastral mapping. Duties also include providing orientation, training and on-going assistance to county assessors and their deputies in all phases of computer assisted mass appraisal and cadastral mapping systems, the coordination of specific mapping projects and appearing in court or before the State Board of Equalization in assessment appeals or other proceedings to substantiate appraisals.
Knowledge, Skills and Abilities required at this level include knowledge of property valuation and appraisal techniques for rural and urban real estate; of state laws on municipal and county taxation; of computer assisted mass appraisal of real and personal property; of computerized cadastral mapping techniques; of geographic information systems; of auditing techniques; of the land use potential of various real estate; and of valuation techniques for application to machinery, vehicle, livestock and other non-real estate assets. Ability is required to explain tax assessment processes to local tax officials; to prepare written reports; and to make presentations to groups of valuation professionals.
Education and Experience requirements at this level consist of a bachelor’s degree in accounting, economics, mathematics, real estate, finance or business administration and one year of experience in appraising or assessing real estate, financial auditing or in computerized mapping; or an equivalent combination of education and experience.
Level II Code: V30B Salary Band: J
This is the specialist level of this job family where employees provide training and assistance to Level I Assessment and Equalization Analysts. Duties include providing functional supervision, analyzing and reviewing assessments and appraisals made by lower level Assessment and Equalization Analysts and acting as a team leader or a lead worker.
Knowledge, Skills and Abilities required at this level include those identified at Level I plus knowledge of training principles and techniques, and ability to organize and direct the work of others.
Education and Experience requirements at this level consist of those identified in Level I plus two additional years of qualifying experience.
Level III Code: V30C Salary Band: L
This is the leadership level of this job family where employees are assigned responsibilities involving the direct supervision of others. This includes assigning and reviewing work, insuring the completion of assigned tasks or projects and other administrative responsibilities such as employee development, employee evaluations and performance appraisals, disciplinary actions and approval of leave.
Knowledge, Skills and Abilities required at this level include those identified in Level II plus knowledge of supervisory principles and practices. Ability is required to supervise the work of others; to explain complex issues or matters concerning property valuations; and to communicate effectively, both orally and in writing, including public speaking.
Education and Experience requirements at this level consist of those identified in Level II plus two additional years of qualifying experience.
SELECTIVE QUALIFICATIONS:
Some positions may require experience in a specific type of property appraisals or computerized mapping.

Applicants must be willing and able to perform all job-related travel normally associated with this position.
