Motor
vehicle enforcement officer
BASIC PURPOSE:
Positions
in this job family are assigned responsibility for the enforcement of state
laws, rules, and regulations pertaining to motor carrier operations, motor
vehicle license and registration, and motor fuel taxes and fees. This includes monitoring and inspecting
motor carriers for required permits, licenses, registration or decals, issuing
warnings or citations, impounding vehicles or determining other appropriate
actions against violators. Duties are accomplished
through the operation of a motor vehicle weigh station or patrolling state
roads and highways.
TYPICAL FUNCTIONS:
The functions
within this job family will vary by level, but may include the following:

Patrols roads and
highways, or operates a weigh station to identify motor carriers operating in
violation of state laws, stops apparent violators, inspects vehicles and
documents to determine compliance with applicable laws, rules and regulations.

Enforces state size and
weight laws and overweight and oversize permits.
·
Enforces federal laws,
state laws, and agency rules concerning motor carrier insurance, lease
agreements, equipment identification, shipping documents, licenses, permits and
registrations.
·
Issues citations for
violations, determining applicable fees and penalties in accordance with state
law; may arrest violators; accepts bonds guaranteeing court appearance;
testifies at trials and hearings.
·
Impounds improperly
registered vehicles until such time that the vehicle is properly registered and
applicable fees have been paid.
·
Provides assistance and
information to law enforcement entities and motor vehicle licenses agents with
regard to state motor vehicle and motor fuel laws.
·
Serves as liaison with
the public concerning motor carrier problems and issues, and explains the
requirements and application of existing statutes and rules.
·
Investigates complaints
regarding illegal dumping and storage or transportation of deleterious
substances.
·
Performs detailed
inspections at illegal dumping sites; assists in the preparation reports of
inspections; and assists the legal department in preparing for trials or
administrative hearings.

Conducts inspection of
or investigations relating to truck yard wash pits.
LEVEL DESCRIPTORS:
This
job family consists of three levels which are distinguished by the level of
complexity and diversity of the specific job assignments, the extent of
responsibility assigned for each level, the expertise required for the
completion of the duties assigned, and the responsibility assigned for
providing leadership to others.
Level I Code: V14A Salary
Band: I
This
is the entry level of the job family where employees are assigned duties and
responsibilities in order to build skills to monitor and inspect motor vehicles
and motor carriers and investigate motor vehicles and motor carriers and
investigate complaints regarding improperly licensed and registered vehicles.
Employees will assist Level II Motor Vehicle Enforcement Officers in setting up
roadblocks or in patrolling roads and highways.
Knowledge,
Skills and Abilities required at this level include knowledge of routine
enforcement practices. Ability is
required to establish and maintain effective working relationships; to
communicate effectively, both orally and in writing; to make oral and written
reports; to follow written and oral instructions; and to react quickly and
effectively in emergency situations.
Education and
Experience requirements
at this level consist of three years of experience in the transportation
industry or in the field of law enforcement; or an equivalent combination of
education and experience substituting completion of thirty semester hours at an
accredited college or university for each year of the required experience.

Band: J
This
is the career level of the job family where employees will be assigned
responsibility at the weigh stations, establishing and maintaining roadblocks,
issuing citations and impounding vehicles.
Knowledge,
Skills and Abilities required at this level include those identified in Level I
plus knowledge of state and federal laws concerning the transportation
industry; and the rules of the Oklahoma Corporation Commission regarding motor
carrier licensing and registration.
Ability is required to interpret and apply various laws and regulations
and to assist in the performance of inspections and investigations.
Education and
Experience requirements
at this level consist of those identified in Level I plus one additional year
of qualifying experience.
This
is the specialist level of the job family where employees are assigned
responsibility for planning, organizing, and directing motor vehicle
enforcement activities in an assigned region of the state. In this role they will coordinate and
monitor various enforcement activities pertaining to the regulation of motor
carriers. Employees at this level will
be assigned responsibility for the functional supervision of weigh station
operations. Employees at this level
conduct orientation and training for new Level I employees. Level III employees will maintain work
schedules, advise staff on questionable situations, and monitor effectiveness
of performance. Employees may make
presentations to the industry and the public.
Knowledge,
Skills and Abilities required at this level include those identified in Level II
plus knowledge of public relations in law enforcement programs and of rules of
evidence. Ability is required to apply
special investigation and enforcement techniques; and to plan the work of
others.
Education and
Experience requirements
at this level consist of those identified in Level II plus one additional year
of qualifying experience.
SPECIAL REQUIREMENTS:
Applicants
must be willing and able to be on call twenty-four hours per day; be willing to
travel frequently and to be away from home for extended periods of time; be
willing to temporarily relocate to the place of assignment; be willing to
accept the physical discomforts and/or dangers inherent in the work; and be
willing to be dressed in a uniform and display a badge of office.
