TRANSPORTATION SPECIALIST, #T22

BASIC PURPOSE:

Positions in this job family are responsible for performing professional transportation management work involving the research, planning, construction or maintenance of various types of transportation systems. Responsibilities may be assigned in any area of transportation management work, including research, planning and designing, surveying, environmental studies, construction or maintenance projects, project management of all phases of highway and bridge construction including the coordination and monitoring of work performed by contractors or vendors, field management of utilities construction and relocation, operational audits, property appraisal and acquisition, relocation assistance, right-of-way activities and materials testing and sampling with laboratory management.

LEVEL DESCRIPTORS:

The Transportation Specialist job family has four levels which are distinguished by the level of the complexity of specific job assignments, the extent of responsibility assigned for a specific task, the level of expertise required for completion of assigned tasks; and the responsibility assigned for supervision of others.

Level I            Code: T22A            Salary Band: I

This is the basic level where incumbents perform beginning level professional transportation management work involving the planning, construction or maintenance of various types of transportation systems. Incumbents are assigned entry-level responsibilities and tasks in a specialized phase of transportation management work. This may include responsibilities for management of construction, research, design, survey, environmental studies, materials testing, inspection, estimating, maintenance and other similar projects. Incumbents will work under close supervision, in a training status, but will be responsible for making some decisions on how to complete the work to be done.

Knowledge, Skills, and Abilities required at this level include knowledge of transportation, research planning, land surveying, technical engineering and environmental operations; of transportation theory, laws and practice; and of business management principles and techniques. Ability is required to exercise judgment in analyzing situations and determining sound courses of action; to organize and conduct several activities; to communicate and express ideas effectively, both orally and in writing; and to establish and maintain effective working relationships with others.

Education and Experience requirements at this level consists of a bachelor’s degree and one year of experience in transportation-related work , land surveying, technical engineering work, or right-of-way activities; or an equivalent combination of education and experience, substituting one additional year of qualifying experience for each year of the required education or a master’s degree for the one year of experience.

Level II            Code: T22B            Salary Band: J

This is the career level where incumbents perform professional transportation management work involving the research, planning, construction or maintenance of various types of transportation systems. This represents the full-performance level of this series. Responsibilities may be assigned in any area of transportation management work, including planning and designing construction, environmental studies, surveying or maintenance projects, project management of all phases of highway and bridge construction including the coordination and monitoring of work performed by contractors or vendors, field management of utilities construction and relocation, operation audits, right-of-way activities, and materials testing and sampling with laboratory management.

Knowledge, Skills, and Abilities required at this level include those identified in Level I plus knowledge of real estate principles and practices; and of principles and procedures involved in the acquisition of real property for a condemning authority. Ability is also required to communicate and express ideas effectively, both orally and in writing; to perform business calculations; to negotiate; and to read and understand highway construction plans.

Education and Experience requirements at this level consist of those identified in Level I plus one additional year of qualifying experience.

Level III            Code: T22C            Salary Band: K

This is the specialist level where incumbents perform highly complex, professional level transportation work in such areas as research, planning, design, surveys, environmental studies, materials testing, estimating, technical review of contractors performance property appraisal review and enhancement programming. May also perform duties as a lead worker on projects, providing direction to other specialists and technicians.

Knowledge, Skills, and Abilities required at this level are the same as those identified in Level II plus knowledge of the specialized area to which the incumbent will be assigned and the ability to perform specialized tasks.

Education and Experience requirements at this level consist of those identified in Level II plus one additional year of qualifying experience.

Level IV            Code: T22D            Salary Band: L

This is the leadership level where incumbents provide direct supervision to lower level staff. This is a supervisory level with responsibility assigned for directing the work and operational activities of a work unit or section involved in various functions or operations related to the construction and maintenance of highways and related systems that may include completion of research, design, planning, environmental studies, construction or maintenance phases, or related activities concerning right-of-way appraisal and acquisition, division level audits, and other similar requirements. Direct supervision will be provided to unit staff in the planning and completion of required work.

Knowledge, Skills, and Abilities required at this level include those identified in Level II and Level III plus the ability to supervise staff.

Education and Experience requirements at this level consist of those identified in Level III, plus one additional year of qualifying experience.

SELECTIVE QUALIFICATIONS:

Based upon the specific work performed, some positions may require registration or certification in a designated profession or occupation.

SPECIAL REQUIREMENTS:

Applicants must be willing and able to fulfill all job-related travel normally associated with the position.
