GRDA LAKE PATROL OFFICER, #Q50

 

BASIC PURPOSE:

 

Positions in this job family are assigned responsibilities involving establishing and maintaining a law enforcement program on Grand River Dam Authority controlled lakes and properties.

LEVEL DESCRIPTORS:

 

The GRDA Lake Patrol Officer job family consists of four levels which are distinguished based on the complexity of work assigned and scope of responsibilities for supervising subordinate employees.

 

Level I          Code:  Q50A          Salary Band:  G

 

This is the basic level where employees perform only the most routine duties.  They are in a training status and must complete all formal and on-the-job training including completion of the CLEET certification program.

 

Knowledge, Skills and Abilities required at this level include knowledge of first aid techniques; of small water craft and techniques to ensure safe operation; of water safety procedures and techniques; and in routine police and security practices.  Ability is required to establish and maintain effective working relationships with others; to deal courteously with the general public; to prepare simple reports; and to speak in public.

 

Education and Experience requirements at this level consist of sixty semester hours from an accredited college or university including twelve hours in law enforcement or criminal justice; or two years of experience as a full-time state certified peace officer; or an equivalent combination of education and experience.

 

Level II          Code:  Q50B          Salary Band:  I

 

This is the career level where employees perform as a full performance lake enforcement officer.

 

Knowledge, Skills and Abilities required at this level include knowledge of modern police patrol techniques; of federal and state law pertaining to crime, search and seizures; arrest and rules of evidence; of current court decisions effecting law enforcement; of the use of deadly force and firearms safety practices and training methods; of basic math; of basic English, grammar, and sentence structure; and of crime or incident scene processing and proper evidence-handling.  Ability is required to interpret and apply the various provisions of the Oklahoma Boat and Water Safety Law, vehicle laws and pertinent criminal laws; to conduct interviews of interrogation; to gather and organize facts; to present clear and accurate court testimony; to quickly analyze situations and adopt effective courses of action; to establish and maintain effective working relationships with others; and to communicate effectively, both orally and in writing.

 

Education and Experience requirements at this level consist of those identified in Level I plus one year of experience in water safety enforcement.

 

Level III          Code:  Q50C          Salary Band:  J

 

At this level employees perform as a first level supervisor in the function of Assistant Chief of Lake Patrol Division.

 

Knowledge, Skills and Abilities required at this level include those identified in Level II plus knowledge of supervisory principles and practices.

 

Education and Experience requirements at this level consist of those identified in Level II plus one additional year of water safety enforcement.

 

Level IV          Code:  Q50D          Salary Band:  L

 

At this level the employee serves as the Chief of the Lake Patrol Division.

 

Knowledge, Skills and Abilities required at this level include those identified in Level III plus knowledge of the principles and practices of management techniques.

 

Education and Experience requirements at this level consist of those identified in Level III plus one additional year of water enforcement experience in a supervisory capacity.

 

SPECIAL REQUIREMENTS:

 

Applicants for the GRDA Lake Patrol Officer must:

 

1.   Possess a high school diploma or GED equivalency certificate (70 O.S. Supp. 1989, Section 3311.D.2.c).

2.   Successfully complete a psychological evaluation similar to the Minnesota Multiphasic Personality Inventory (70 O.S. Supp. 1989, Section 3311 D.2.b).

3.   Have no record of conviction of a felony or crime involving moral turpitude (70 O.S. Supp. 1989, Section 3311 D.2.a).

4.   Successfully take and pass a driving test, vision test, oral interview, background investigation and polygraph examination and meet all required physical examination requirements as established and prescribed by the Commissioner of Public Safety.

5.   Be willing to attend and successfully complete a course of training as prescribed by the Commissioner of Public Safety and must either be certified as a Police Officer at time of appointment or must be certified as a Police Officer by the Council on Law Enforcement Education and Training (CLEET) as defined by 70 O.S. Supp. 1989, Section 3311 D within one year from the date of initial appointment.

6.   Possess a valid Oklahoma driver’s license at time of appointment.

7.       Submit to and successfully pass a controlled substance screening conducted by a National Institute on Drug Abuse (NIDA) certified laboratory (47 O.S. Supp. 1990, Section 2-105.5)

8.       Possess a current American Red Cross certificate for Lifeguard Training, Waterfront Lifeguarding Module, Waterpark Lifeguarding Module or Head Lifeguard; or a current YMCA certificate for Lifeguarding; or a diving association certificate as a Rescue Diver or Search and Recovery Diver; or an equivalent certificate.
