MOTOR
CARRIER enforcement officer, #M53
BASIC PURPOSE:
Positions in this job
family are involved in the enforcement of state laws, rules and regulations
concerning motor carrier operation, and the transportation or disposal of
deleterious substances. This includes
monitoring and inspecting of motor vehicles for required safety standards,
permits, registration, or decals, issuing warnings or citations, and arresting
or determining other appropriate actions against violators. They will inspect truck stops, wash pits,
oil well sites and other areas to identify unauthorized disposal or dumping of
deleterious substances and will respond to complaints about such actions.
TYPICAL FUNCTIONS:
The functions within
this job family will vary by level, but may include the following:
Patrols roads and
highways to identify motor carriers operating in violation of state laws, stops
apparent violators, inspects documents to determine compliance, and evaluates
truck contents to identify substances being transported in violation of the law
or established safety standards.
Issues citations or
warnings, serves warrants, writs and notices issued by the Corporation
Commission; may arrest violators; may accept bonds guaranteeing court
appearance; testifies at trials and hearings.
Investigates
complaints regarding freight service, damage settlements, illegal dumping and
storage or transportation of deleterious substances.
Provides initial
response to accident scenes involving deleterious and hazardous materials,
notifies appropriate agencies and local authorities; may provide technical
guidance or supervision to others at the scene.
Performs detailed
inspections at illegal dumping sites; prepares reports of inspections; assists
legal department in preparing for trials or administrative hearings.
Conducts
investigations involving pollution related incidents.
LEVEL DESCRIPTORS:
The Motor Carrier
Enforcement Officer job family consists of four (4) levels that are
distinguished by the complexity of assignments, the level of expertise required
to perform the duties assigned, and the responsibility assigned for providing
leadership to others.
LEVEL I: Code: M53A Salary
Band: I
This is the entry level of the job family where employees are assigned duties and responsibilities in a training status in order to build skills in the enforcement of state laws, rules and regulations regarding motor carrier operations and the transportation or disposal of deleterious substances. Employees will receive formal classroom and field training from the Level IV Motor Carrier Enforcement Officer in firearm usage, pollution containment and waste disposal, motor carrier safety, evaluation of earthen pits and wash pits, complaint investigations, and orientation in safety computer software and procedures. Employees will also receive formal classroom training from CLEET in law enforcement operations and procedures, state and federal laws, self-defense and use of firearms.
Knowledge, Skills and Abilities required at this level include knowledge of routine law
enforcement practices. Ability is

directions; to make oral and written reports;
to establish and maintain effective working relationships with others;
and to react quickly and effectively in emergency situations.

LEVEL II: Code: M53B Salary
Band: K
This is the career
level of the job family, where employees are assigned duties and
responsibilities at the full-performance level and perform a wide range of
tasks involving the monitoring and inspecting of motor carriers and
investigating complaints regarding transportation or disposal of deleterious or
hazardous materials. Positions do not
have direct supervisory responsibilities, but may serve as lead worker at scale
houses, roadblocks or accident sites.
Knowledge, Skills and Abilities required at this level include knowledge of law enforcement
principles and practices; state and federal laws concerning the transportation
industry; of the rules of the Corporation Commission regarding motor carriers
and the transportation and disposal of deleterious materials; of various types
of chemical, explosives and other hazardous materials; of the containment,
storage, disposal and transportation requirements for such materials; of
investigation techniques; of the rules of evidence; of report writing; and of
public relations in law enforcement programs.
Ability is required to establish and maintain effective working
relationships; to exercise tact in securing compliance with laws and
regulations; to
perform inspections and investigations;
to express ideas clearly and concisely, both
orally and in writing; to write reports; to understand and follow written and
oral instructions; and to coordinate and direct the activities of others.

LEVEL III: Code: M53C Salary
Band: L
This is the
leadership level of the job family, where employees are assigned responsibility
for planning, organizing and directing motor carrier enforcement and pollution
abatement activities in an assigned region of the state. In this role they will
coordinate and monitor various enforcement activities and determine additional
requirements for special investigations regarding regulation of motor carriers
or pollution control. These positions
will be assigned responsibility for direct supervision of a group of Level I
and II Motor Carrier Enforcement Officers involving planning, organizing,
reviewing and evaluating the work of assigned staff. Employees will set work schedules, advise staff on questionable
situations, and evaluate effectiveness of activities.
Knowledge, Skills and Abilities required at this level include those identified in Level II
plus knowledge of the principles and practices of supervision. Ability to develop special investigation
techniques; to conduct interviews; to train others; and to plan and supervise
the work of others.

LEVEL IV: Code: M53D Salary Band: M
At this level
employees are assigned responsibilities involving professional level work in
all phases of a training program for the enforcement of state laws, rules and
regulations relating to motor carrier, private carriers, and the transportation
and disposal of deleterious substances, including the planning, organizing and
directing of the program. This includes
developing and conducting training in firearm usage, pollution containment and
waste disposal, motor carrier safety, evaluation of earthen pits and wash pits,
complaint investigations, and in safety computer software and procedures, and
will coordinate training requirements fro personnel, maintain documentation,
and create, edit, acquire and maintain training materials. Employees will provide direct supervision to
all new Motor Carrier Enforcement Officers during the first six months of
employment, including evaluating performance, initiating disciplinary actions,
and leave approval. After the six month
orientation, employee in this position will coordinate additional training
requirements with the Motor Carrier Enforcement Officers’ supervisor and
provide supervision to Motor Carrier Enforcement Officers during additional
training periods of one week to two months.
In addition, this position will provide periodic training to upgrade
skills and knowledge of applicable laws, rules and regulations to employees who
are performing at the leadership level of this job family.
Knowledge, Skills and Abilities required at this level include those identified in Level
III plus knowledge in level II; the principles and techniques of supervision
and training; and record-keeping.
Ability is required to plan, direct, and coordinate the activities of
others; to testify in court; to develop theoretical and framework which
describe complex ideas in understandable usable ways; and to communicate
effectively to generate understanding and compliance.

SPECIAL QUALIFICATIONS:
Applicant must have
received Instructor Development Certification and Peace Officer Certification
from the Council on Law Enforcement Education and Training (CLEET).

Council on Law Enforcement Education and Training (CLEET) within twelve (12)
months from the date of employment.”

willing and able to be on call twenty-four (24) hours per day; be willing to
travel frequently and be away from home for extended periods of time; be
