SAFETY
STANDARDS INSPECTOR
BASIC
PURPOSE:
Positions
in this job family are assigned responsibilities for the inspection and
investigation of hot water heaters, amusement rides and elevators to determine
compliance with applicable national, state and local regulations, codes and/or
manufacturer’s specifications. This
includes the investigation of complaints, accidents or reported incidents for
cause and determination of safe operating practices, equipment failures or
violations.
TYPICAL
FUNCTIONS:
The
functions within this job family will vary by level, but may include the
following:
·
Schedules
and inspects hot water heaters located in facilities owned or operated by the
state of Oklahoma or its agencies, counties, municipalities or school districts
to ensure the proper operation of all safety devices and compliance with
international plumbing, mechanical and fuel gas codes.
·
Completes
an inspection report listing pertinent information on each tank; lists
violations and time frames to correct them; consults with proper authority
concerning the findings of the inspection and what is required to bring the
tanks into compliance.
·
Inspects
amusement rides and elevators for proper set-up, electrical and mechanical
safety and operation using a check list in the ride and/or manufacturer’s
manual; observes rides and elevators during operation for compliance with
safety guidelines; inspects generator trailer for proper set-up; inspects all
midway and elevator wiring for compliance with the requirements of the National
Electric Code, NFPA 70.
·
Issues
certificates of operation for amusement rides and elevators that meet all
requirements; re-inspects rides and elevators that do not pass inspection after
being repaired.

Completes
inspection reports listing all infractions and necessary steps to correct
infractions; consults with ride and elevator owners or operators to explain
infractions and what is required to bring the deficiency into compliance.
LEVEL
DESCRIPTORS:
The
Safety Standards Inspector job family consists of four levels which are
distinguished by the complexity of assignments, the level of expertise required
to complete assigned duties, and the responsibility assigned for providing
leadership to others.
This
is the basic level of the job family where employees are responsible for
performing routine entry level work in a training status to build their skills
in conducting inspections of hot water heaters in public buildings and of
amusement rides and elevators to determine if they are safe for continued
operation.
Knowledge,
Skills and Abilities
required
at this level include knowledge of laws, codes, rules and regulations for the
inspection of hot water heaters, amusement rides and elevators; of inspection
and investigative methods and procedures; and of safety concepts, rules and
codes. Ability is required to conduct
inspections and investigations; to apply safety codes and standards; to provide
consultation and advisory service; to establish and maintain effective working
relationships with others; and to communicate effectively, both orally and in
writing.
Education
and Experience requirements
at this level consist of one year of experience in one or more of the following
trades: machine or electrical maintenance or monitoring, hydraulics,
pneumatics, heat and air, machinist, steel fabrication, or small engine or
large engine repair, or an equivalent combination of education and experience,
substituting one completed vocational-technical course or nationally recognized
elevator inspector training program in any of the experience areas, structural
welding or mechanical trades for each month of the required experience.
Level II: Code: J10B Salary Band: J
This
is the career level of the job family where employees are assigned duties and
responsibilities at the full-performance level and perform a variety of tasks
inspecting hot water heaters in public buildings, amusement rides and elevators
to determine compliance with applicable national, state and local codes and/or
manufacturer’s specifications. Tasks
are performed independently and employees are given some latitude technically
with freedom to develop their own work sequence under established guidelines
and policies. Employees have the
authority to shut down or “red tag” hot water heaters, amusement rides and
elevators when warranted and issue operation certificates when safe.
Knowledge,
Skills and Abilities
required
at this level include those identified in Level I plus knowledge of mechanical
apparatus design and operation; of the principles of mechanical apparatus and
the ability to apply laws, codes, rules and regulations to inspection duties
and determine compliance or noncompliance.
Education
and Experience requirements
at this level consist of those identified in Level I, plus one additional year
of qualifying experience and a current Level I Certification from the National
Association of Amusement Ride Safety Officials, and/or QEI-1 (Qualified
Elevator Inspector) Certification from the American Society of Mechanical
Engineers.
Level III: Code: J10C Salary Band: K
This
is the specialist level of the job family where employees are assigned
responsibility involving advanced level professional work related to conducting
water heater, elevator and amusement ride inspections and investigations. Responsibilities may include directing or
coordinating inspections or investigations of elevators, water heaters or
amusement rides by applying applicable national, state and local codes and/or
manufacturer’s specifications. Tasks
are performed independently with minimal supervision; the employee is given
latitude technically with freedom to develop and recommend new guidelines and
policies as applicable. Required to
train lower level inspectors.

at this level include those identified in Level II plus the ability to train
others.
Education
and Experience requirements
at this level consist of those identified in Level II, plus two additional
years of qualifying experience.
This
is the leadership level of the job family where employees are assigned
responsibility for planning, directing and supervising work activities of
inspectors who are conducting hot water heater, amusement ride and elevator
inspections and investigations.
Positions are assigned responsibility for reviewing and assigning work,
providing training, evaluating performance, employee development, approving
leave and initiating disciplinary actions, as well as performing other
administrative functions.
Knowledge,
Skills and Abilities
required
at this level include those identified in Level III, plus knowledge of
supervisory principles and practices.
Ability is required to direct the work of others and to direct multiple
projects simultaneously.
Education
and Experience requirements
at this level consist of those identified in Level III, plus one additional
year of qualifying experience and a current Level 2 certificate from the
National Association of Amusement Ride Safety Officials.
SPECIAL
REQUIREMENTS:
Applicants must be willing and able to fulfill all job-related travel; must be willing to work irregular hours in dangerous adverse environments such as high voltage electrical lines, natural gas leaks and unsanitary areas; must have and maintain the physical and mental stamina to perform the work and willingness to accept the physical discomforts and hazards inherent in the job, including but not limited to climbing up to 200 ft. on ladders or similar structures, crawling in confined, dark spaces and walking at heights on unstable or slippery footings; and must be willing to be on call twenty-four hours a day, seven days a week.
