INTELLIGENCE OFFICER (DOC), #I13
Basic Purpose:
Positions in this job family are assigned responsibilities for planning, developing and organizing the computerized intelligence system which serves as an information source of sensitive intelligence data for the department and for outside law enforcement agencies; for developing departmental and unit policy and procedure; and conducting background investigations and criminal history searches on prospective department employees and volunteers.
Typical functions:
Collects and analyzes data regarding riots, escapes, apprehensions, criminal activities by employees and incarcerated offenders, internal affairs investigations, serious incident reviews, use of force incidents and other related subjects; determines value of data for placement into computerized data management system.
Supervises the teletype operations in the Internal Affairs unit.
Collects data regarding street gang and prison gang activity; identifies gang members within the correctional system by analyzing inmate crimes, interpreting graffiti and body brands and tattoos and scrutinizing information received from monitoring inmate mail, visitors and telephone calls.
Responds to requests for information and assistance from outside law enforcement agencies, elected officials, offenders and their families and the general public.
Functions as the unit’s procedures officer; reviews and edits policy prior to submission for executive staff review; develops departmental and unit policy; maintains unit policy manuals, updating manuals as needed; distributes new policy to unit staff.
Develops and maintains security standards and functions as a member of the department’s team; develops and maintains standards for follow-up security inspections; reviews and edits unit employees’ inspections for accuracy and clarity; analyzes existing and proposed security and emergency policy.
Conducts background investigations and criminal history searches on prospective agency employees and volunteers; prepares documentation containing findings and hiring recommendations.
Serves as a member of the department’s Emergency Task Force as a representative of the intelligence committee.
Develops and presents gang identification training seminars; disseminates information on gang membership, prison visiting room criminal activity, law enforcement training bulletins, computerized list of all known aliases/street names for offender and any other relevant material for use as an intelligence resource by facility and district heads.
Prepares statistical reports from intelligence data based on escapes, apprehensions, assaults, gang activity and other security issues for senior and executive staff.

The Intelligence Officer (DOC) job family consists of only one level and the incumbent will be responsible for performing all functions related to the position.
Knowledge, Skills and Abilities required include knowledge of sources, tools and services used in securing and evaluating data on crimes and criminals; of the collection and analysis of intelligence data both within and outside the agency; of developing and maintaining a computerized intelligence data management system; of criminal investigative techniques; of the conduct of pre-employment background investigations and criminal history searches; of agency policies and procedures; and of technical report writing. Ability is required to gather and analyze sensitive intelligence data; to organize and manage a computerized intelligence information system; to recognize and identify criminal activity patterns, (e.g., gang activity) both within and outside the correctional system; to organize and present facts clearly and concisely, both orally and in writing; and to establish and maintain effective working relationships.
Education and Experience requirements consist of a bachelor’s degree in criminal justice administration or a closely related field and one year of experience in criminal investigative work or intelligence operations; or an equivalent combination of education and experience, substitution one additional year of qualifying experience for each year of the required education.
