PLANNING/OVERSIGHT SPECIALIST
BASIC
PURPOSE:
Positions
in this job family are assigned responsibilities involving planning, organizing
and supervising investigations, inspections and assessments of state and
privately operated children’s programs, institutions and facilities and child
related operations of all state agencies or the planning, development and
implementation of statewide children’s services plans recommended by the
Oklahoma Commission on Children and Youth. This includes multi-faceted assessments
of children’s institutions and facilities, investigations of complex systemic
complaints against the children and youth services system, leadership and
advocacy for children and family services, and working with local and regional
children’s planning boards in developing plans to provide for children’s and
family services.
TYPICAL
FUNCTIONS:
The
functions within this job family will vary by level and specific assignments,
but may include the following:
· Conducts
periodic assessments of state operated and privately operated children’s
institutions and facilities; evaluates multi-functional human services,
reviewing facility records, files and other information; administers surveys
and conducts interviews with facility staff and residents; reviews program
plans and facility operations to insure compliance with state and federal laws,
regulations, policies and procedures.
· Develops
ongoing relationships with local and regional children’s planning boards in
advocating services for children and families; provides technical assistance
and initiates local projects in the community aimed at coordinating services
across agency lines.
· Designs
policies, plans, programs and forums for discussion of children and family
issues at the community level; seeks to broaden public support and stimulates
creative action for planning for children and families in communities. Assists
in planning for and providing training to area agency personnel and state
professional staff.
· Conducts
investigations of complaints and unresolved grievances against the juvenile
service system; prepares written reports of findings and recommendations;
provides consultation to facilities regarding recommendations.
· Coordinates
the work of task forces and staff in the development of specialized components
of statewide planning programs for the needs and care of children; acts as a
liaison to the community and private advocacy organizations that bring outside
expertise and public support to children’s issues.
· Gathers and
disseminates accurate statistical data related to services and needs that will
lead to predictions of future needs; provides input to state planning, needs
assessment and budgeting efforts.
· Represents the
agency on committees, panels or as agency liaison to various groups; speaks
before state and local professional and civic groups and clubs and other
interested agencies, providing educational information concerning assigned
programs.
· Recommends to
the Commission on Children and Youth the closure of a facility providing
services to children or youth or recommends to the Commission on Children and
Youth the cancellation of a facility’s state contracts.
· Reviews and
assesses the regulatory work of other agencies to determine compliance with
responsibilities.
LEVEL DESCRIPTORS:
This
job family consists of four levels which are distinguished based on the
complexity of job assignments, the expertise required to complete assigned
duties, and the responsibility assigned for the supervision of others.
Level I Code: H51A Salary
Band: K
This
is the entry level of the job family where employees are primarily responsible
for performing various routine investigations, assessments or on-site
investigations of children’s programs. Provide oversight of children’s programs
or the planning and development of services for children and families.
Investigations may require incumbents to recommend the closure of a facility or
the cancellation of a facility’s state contract. Incumbents need previous
experience and knowledge in the children’s social service fields, in order to
conduct thorough investigations and determine whether subsequent actions are
needed.
Knowledge,
Skills and Abilities
required
at this level include the knowledge of effective methods of community
organization and strategic planning; of survey, interview, and investigative
techniques; and of report writing.
Ability is required to identify, interpret and apply licensing
requirements, accreditation standards, contractual language, state and federal
law, and agency policy and procedure of multiple agencies related to children’s
social services; to conduct environmental surveys to assess risk and protective
factors; to use sound judgment and discretion in decision making; to
communicate effectively both orally and in writing; and to establish and
maintain effective working relationships with others.
Education
and Experience requirements at this level consist of
a master's degree in social work, a social or behavioral science, planning,
public administration or a related field or a juris doctorate and two years of
professional experience in child welfare, juvenile justice, guidance and
counseling, education, law or in the planning for social services or programs
delivering social or rehabilitative services to children and their families; or
an equivalent combination of education and experience.
NOTE: No substitution will be allowed below the
level of a bachelor’s degree.
This
is the career level of this job family where employees are assigned
responsibilities at the full performance level for a full range of duties
described in Level I plus they will perform all essential functions related to
the position to which assigned, and serve as a resource and consultant to
others in the provision of children’s service delivery and in community
development and planning.
Knowledge,
Skills and Abilities required at this level include those
identified at Level I plus ability to provide assistance in developing and
implementing various children’s programs and services and in conducting
evaluations or complex systemic investigations of the children and youth
service system.
Education
and Experience requirements at this level include
those identified in Level I plus two additional years of qualifying experience.
This
is the specialist level of this job family where employees are assigned
advanced level responsibilities. In
this role they will be responsible for performing highly independent work and
will be given a great deal of latitude in making decisions regarding findings
and community challenges. They may also
be assigned responsibilities for serving as a team leader or other comparable
duties on a limited basis.

Level IV Code: H51 D Salary
Band: N
This
is the leadership level of this job family where employees are assigned
responsibilities involving the supervision of others in completing various
requirements related to planning children’s services and programs and providing
oversight to children’s facilities and institutions. In this role they will provide guidance and training to other
employees, be responsible for planning and coordinating various activities, and
perform related administrative duties as required.
Knowledge,
Skills and Abilities required at this level include those
identified at Level III plus knowledge of supervisory principles and practices
and ability to supervise the work of others.
Education
and Experience requirements at this level consist of
those identified at Level III plus one additional year of qualifying
experience.
SPECIAL
REQUIREMENTS:
Applicants
must be willing and able to fulfill all job-related travel normally associated
with this position.
