BASIC PURPOSE:
Positions in this job family are assigned responsibilities involving the direction and management of investigative functions and activities of the Human Rights Commission related to discrimination and other human rights issues. This includes coordination and direction of the activities of investigative staff in an area office, responsible for processing and investigating all complaints filed within a designated area, or direction of all investigative functions on a statewide basis.
TYPICAL FUNCTIONS:
The functions within this job family will vary by level, but may include the following:
Manages the Human Rights Commission investigative functions on a statewide basis; directs the implementation of state and federal policies and procedures in the receipt, investigation and conciliation of all complaints received on the basis of race, color, religion, national origin, sex, physical disability, and familial status in housing complaints.
Administers an area office of the Human Rights Commission with responsibility for directing the activities of investigative and other staff in the designated area; participates in developing and preparing policies, rules, procedures and regulations concerning the enforcement activities of the Commission.
Reviews and evaluates investigative reports, staff recommendations and other information for conformity with equal employment opportunity and fair housing policies and practices; directs appropriate actions.
Develops and presents educational seminars and training programs designated to aid in the prevention and elimination of discrimination in public and private organizations; represents the agency to various groups; prepares press releases and participates in press conferences.
Identifies specific employers or practices that may warrant special action by the commission or the filing of charges by the Commission or the State Attorney General; assists the Attorney General in obtaining and developing evidence needed in hearings before the Commission.
LEVEL DESCRIPTORS:
The Human Rights Administrator job family consists of two levels which are distinguished based on the level of responsibility and accountability assigned for the direction of agency investigative functions and activities.
Level I: Code: C16A Salary Band: M
At this level employees are assigned responsibilities for directing the staff and activities of an area office which is responsible for processing and investigating all complaints of discrimination filed within the designated area of responsibility.
Knowledge, Skills and Abilities required at this level include knowledge of federal, state and local laws dealing with discrimination and their interpretation by federal and state courts and administrative agencies; of targeted redress groups and their problems in obtaining employment; of the issues and controversy surrounding the hiring, retention and promotion of these targeted groups; of procedures followed in investigating discrimination complaints; of the functions and areas of jurisdiction of the Equal Employment Opportunity Commission, the U.S. Department of Housing and Urban Development, Human Rights Commission and other similar agencies; of local ordinances and administrative agency rulings relating to discrimination; of the Administrative Procedures Act; of supervisory practices and principles; of human resource management principles; and of public relations principles including public speaking. Ability is required to supervise and direct the work of others;; to plan, and coordinate the activities of professional and administrative staff; to conduct several projects simultaneously; to analyze situations and adopt appropriate courses of action; to express ideas clearly and concisely; and to establish and maintain effective working relationships with others.
Education and Experience requirements at this level consist of a bachelors degree in a social or behavioral science, business or public administration or a closely related field and four years of professional experience in civil rights investigation/mediation, including one year in a supervisory capacity; or an equivalent combination of education and experience. No substitution will be allowed for the required supervisory experience.
Level II: Code: C16B Salary Band: O
This level represents the position which is assigned overall responsibility for the direction of all investigative functions and related activities of the Human Rights Commission on a statewide basis, including supervision of any area office managers who will be responsible for investigations within their designated area of responsibility. Additional responsibilities included at this level are management and implementation of the 706 Agency contractual relationship with the appropriate district office of the U.S. Equal Employment Opportunity Commission and coordinating Commission activities with other state and local agencies that deal with discrimination on the basis of race, color, religion, national origin, sex, physical disability, and familial status in housing complaints.
Knowledge, Skills and Abilities required at this level are the same as those identified in Level plus the ability to coordinate activities with other state and local agencies.
Education and Experience requirements at this level consist of those identified in Level I plus two additional years of qualifying experience and one additional year of professional experience in civil rights investigation/mediation in a supervisory capacity.
NOTE: No substitution will be allowed for the required supervisory or administrative experience and no substitution will be allowed for education below the bachelors level for either Level I or Level II.
