MANAGEMENT ANALYST
basic purpose:
BASIC PURPOSE:
Positions in this job
family are assigned responsibilities involving monitoring and maintaining
on-line data bases and/or security systems related to the storage, maintenance
and recovery of data in a computer data base system. This includes designing, implementing and maintaining on-line
data bases, security access systems, data sets and jobs, defining file or space utilization
parameters, supporting data dictionary activities, installing vendor software
products, and similar activities.
Typical functions:
The functions within
this job family will vary by level and organization, but may include the
following:
· Designs and implements on-line data bases, security access
systems, data sets and jobs; defines parameters for file or space utilization;
establishes direct access files or other file configurations as required;
monitors space utilization and makes modifications as needed.
· Provides applications development and other unit personnel
with data base and data security information required to support application
development and other activities; supports repository/data base dictionary
requirements and activities; develops, implements and monitors control blocks
and data definitions to support data bases.
· Installs and modifies vendor software products; conducts
appropriate tests to insure compatibility of new or modified programs with
operating system requirements; uses data base performance and tuning tools in
order to monitor and enhance response time and system performance.
· Confers with computer operations, technical support, user
and vendor representatives concerning data base requirements, system
performance, software maintenance, capacity planning and data security
requirements.
· Reviews systems specifications for compliance with
departmental, division and data base administration standards.
· Responds to data base operational emergencies as required
including data base recoveries involving the use of data base log files which
provide for the recovery of data bases with no loss of data and which do not
require the user to reenter data into the data base.

Level I Code: B52A Salary
Band: K
This is the basic
level of the job family where employees are primarily responsible for beginning
level professional work involving the design of less critical on-line data
bases and/or data security systems, limited to systems supporting a single
application or assisting on projects which involve more complex data base
systems supporting multiple applications.
This will also include receiving training in data base administration
procedures, data base design, data base recovery, data security, capacity
planning and other related tasks.
Knowledge, Skills and Abilities required at
this level include knowledge of data bases and their operational
characteristics; of data dictionary/repository systems; of data security
systems; and of data base maintenance utilities. Ability is required to apply data processing analysis techniques
and resolve and prevent data base integrity problems; to establish and maintain
effective working relationships with others; and to communicate effectively.
Education and Experience requirements at this level consist of completion of
twenty-four semester hours of computer science or management information systems
course work or an equivalent combination of education and experience,
substituting one year of experience in data control or systems operations for a
maximum of twelve semester hours of the required education or an equivalent
combination of education and experience, substituting one year of experience in
computer programming or data processing systems analysis for each twelve hours
of computer science course work.

Band: L
This is the career
level of this job family where employees are assigned responsibilities at the
full performance level for performing a full range of duties in designing and
implementing on-line data bases and/or data security systems to support various
applications and systems operations.
Some responsibility may be assigned for providing guidance or training
to other employees or serving as a team leader on some projects.
Knowledge, Skills and Abilities required at this level consist of knowledge of physical
data base performance and integrity characteristics; of data processing
analysis techniques and physical data base design; of repository/data
dictionary systems; of data security techniques; and of operating systems and
interactions of software. Ability is
required to analyze and design data base systems; to resolve and prevent data
base performance and integrity problems; to use data base maintenance
utilities; to resolve data security issues and problems; to use technical
manuals and publications; to communicate effectively; and to establish and
maintain effective working relationships with others.
Education and Experience requirements at this level consist of those identified in
Level I plus one year of experience in data base design or data security
support.
Level III Code: B52C Salary
Band: M
This is the
specialist level of this job family where employees are assigned advanced
responsibilities for design and maintenance of critical and complex data bases
and jobs and the completion of special technical assignments associated with developing
data bases and/or data security systems to support various computer
applications requirements. This
includes positions which are the only Information Systems Data Management
position in a data processing division with independent responsibility for all
aspects of data base design, maintenance and/or data security. Some responsibilities may be included for
providing guidance and training to other programmers or technical personnel in
the completion of various applications projects.
Knowledge, Skills and Abilities required at this level include those identified for Level
II plus demonstrated ability to perform highly independent work in the design,
analysis and maintenance of on-line data bases and/or data security systems.
Education and Experience requirements at this level consist of those identified in
Level II plus one additional year of experience in data base design and/or data
security support.
This is the
leadership level of this job family where employees are assigned
responsibilities involving leadership and supervision of others in developing
and maintaining on-line data bases and/or data security systems to support
computer applications and operations.
This includes assigning and reviewing work, insuring completion of
required work, and providing training and assistance to assigned staff and may
include other responsibilities such as performance evaluation, approval of
leave, and disciplinary actions.
Knowledge, Skills and Abilities required at this level include those identified in Level
III plus knowledge of supervisory principles and practices and ability to
review and supervise the work of others.
Education and Experience requirements at this level are the same as those identified
for Level III.
Level V Code: B52E Salary Band: O
This is the
management level of this job family where employees are assigned
responsibilities for managing and directing highly specialized activities and
functions involving multiple components of the Information Systems Data
Management area. This includes the
integration of various related functions across organizational and functional
lines. This may include positions which
are assistant administrators within a large division in a management information
department which is large in size and scope.
Knowledge, Skills and Abilities required at this level include those identified in Level IV
plus knowledge of the principles of business and public administration; of
documentation standards for information technology; and of planning
techniques. Ability is required to
coordinate activities and resources within or between units, sections, or
divisions and to assess and evaluate the performance of computer operating systems.
Education and Experience requirements at this level consist of those identified in
Level IV plus two years of qualifying experience in a supervisory or
administrative capacity.
