BASIC PURPOSE:
Positions in this job
family are assigned responsibilities involving the design, development,
administration and maintenance of various telecommunications and computer
networks and operating systems and related services such as equipment
installation, coordination of services, and billing and budgeting requirements.
Typical functions:
The functions within
this job family will vary by level and organization, but may include the
following:
· Plans, designs and coordinates various telecommunications or
computer networks or operating systems to provide radio, telephone or computer
operating systems to support agency operations; may be assigned overall
responsibility for all communications systems in an assigned district or
geographical area.
· Performs professional and technical work in providing data
processing and other communications services for a state agency; establishes
and maintains computer services and radio communications networks and systems;
performs preventive maintenance; evaluates systems performance, responds to
malfunctions and operating problems, and identifies and resolves causes.
· Confers with users to identify communications or computer
support requirements; coordinates with vendors, contractors, in-house technical
staff or others to plan, design and implement new applications, modifications
or improvements as needed; provides training and assistance to users in the
operation and application of available systems.
· Installs, tests and modifies telephone, radio microwave,
cable facilities, paging, personal computers, software, operating systems, and
other communication and automation devices and components; coordinates and
performs systems tests; adjusts, calibrates and modifies equipment or
components to conform to specifications, implement engineering or software
changes or enhance systems performance.
· Develops telecommunications or information technology
strategies, recommendations and plans for the procurement of new technologies
or equipment; conducts cost studies and participates in the preparation of
budget work plans.
· Directs the procurement, storage and inventory of
replacement and spare parts, software, and equipment; establishes and writes
equipment specifications; coordinates with vendors or contractors for the
purchase of supplies, equipment, or personnel services in accordance with the
state purchasing laws.
· Coordinates operation of radio communications systems and
other regulated activities with the Federal Communication Commission or Federal
Aviation agency as required.

Level I Code: B21A Salary
Band: I
This is the basic
level of this job family where employees perform entry level work in a training
status to build their skills in installing and maintaining computer networks,
data processing systems and various communications devices and components and the
analysis of network performance, deviations from standards and the resolution
of various problems and malfunctions.
Knowledge, Skills and Abilities required at this level include knowledge of
telecommunications and computer systems; of various types of equipment used in
information systems networks, such as personal computers, radios, telephones,
and other electronic equipment; of basic electronic circuitry; of systems
analysis; and of communications theories and terminology. Ability is required to install and maintain
telecommunications equipment and electronic components; to analyze and evaluate
systems performance and deviations from standards; to communicate effectively;
and to establish and maintain effective working relationships with others.
Education and Experience requirements at this level consist of two years of
experience in telecommunications or computer installation, maintenance, repair
or operations or eighteen semester hours of college in Computer Science or
Management Information Systems course work or completion of a technical school
or vendor training in telecommunications maintenance, computer operations,
electronics or a closely related field, or certification as a network
administrator or network engineer.

This is the career
level of this job family where employees perform a full range of work within a
specialty area in providing telecommunications or information technology
support to an agency. This may include
assisting in the management of a computer services network, radio
communications system, telephone operating system or other telecommunications
system or operating network, installing and maintaining telecommunications
equipment, including telephones, radios, microwave, cable facilities, computer
work stations and other related devices and components. Responsibilities may also include providing
training and assistance to others.
Knowledge, Skill and Abilities required
at this level include knowledge of telecommunications, networks, computer
operating systems, radio communications or other electronics systems; of
installation and repair techniques for data processing and telecommunications
equipment and associated devices; of microcomputers and related equipment and
software; of procedures for testing telecommunications equipment; of office
automation systems; of radio transmitting and receiving devices; of rules and
regulations concerning the use of telecommunications systems; and of procedures
for analyzing and resolving systems operating problems. Ability is required to install and maintain
telecommunications systems and equipment; to provide training and assistance to
users; to analyze and resolve systems problems; to communicate effectively; and
to establish and maintain effective working relationships with others.
Education and Experience requirements at this level consist of those identified in
Level I plus one additional year of qualifying experience involving the
installation, maintenance, or administration of a computer service or
telecommunications network.
Level III Code: B21C Salary
Band: K
This is the
specialist level of this job family where employees perform advanced level work
in the administration of a telecommunications or information technology network
or operating system. This may include
positions which have overall responsibility for all communications or data
processing services at an agency or institution or within an assigned area,
positions responsible for the coordination of various resources as a project
manager and similar positions which have a high level of accountability in
providing required support and telecommunications services.
Knowledge, Skills and Abilities required at this level include those identified in Level II
plus demonstrated ability to work independently and perform a wide range of
tasks and activities in administering a telecommunications network or operating
system.
Education and Experience requirements at this level consist of those identified in
Level II plus one additional year of experience involving the installation,
maintenance or administration of a computer service or telecommunications
network.
Level IV Code: B21D Salary
Band: L
This is the
leadership level of this job family where employees are assigned responsibility
for the supervision of others in completing various tasks and activities
related to the administration of a telecommunications or information technology
network. This may include project, unit
or team supervisors who provide direct supervision to assigned staff or other
positions which provide technical supervision to others in coordinating,
reviewing and insuring completion of assigned projects.
Knowledge, Skills and Abilities required at this level include those identified at Level III
plus knowledge of the principles and practices of effective supervision and
ability to direct or supervise the work of others.
Education and Experience requirements at this level consist of those identified in
Level III.
