Voluntary Payroll Deduction Program

Through the state Voluntary Payroll Deduction Program (VPD), state employees may request automatic voluntary payroll deductions from their paychecks to: credit unions, banks or savings associations having an office in the state; private insurance organizations for life, accident, and health insurance which is supplemental to that provided for by the state; private insurance organizations or service companies regulated by the State Insurance Commissioner for legal services; private organizations, including independent insurance agencies, for retirement plans which are supplemental to that provided for by the state; statewide employee associations limited to state employee membership for dues utilized for benefits, goods, or services provided to the organizations' membership; a college savings account administered under the Oklahoma College Savings Plan Act; Oklahoma Today magazine published by the State of Oklahoma through the Oklahoma Tourism and Recreation Department; statewide educational employee organizations or associations, if the requestor is instructional personnel at either the Oklahoma School for the Blind or the Oklahoma School for the Deaf; and the Correctional Peace Officer Foundation, if the requestor is an employee of the Department of Corrections.

Oklahoma Statutes prescribe the requirements that organizations must meet to participate in the VPD program, and the Administrator of the Office of Personnel Management has adopted administrative rules to further implement the program.  The Office of Personnel Management also maintains a list of organizations approved for payroll deductions through the State VPD Program.  To apply for VPD status, please complete and submit a VPD-1 form.
