ASSISTANT DEPUTY COMMISSIONER, STATE HEALTH DEPARTMENT, X44

 

BASIC PURPOSE:

The position in this job family is assigned responsibilities in the development, management and implementation of a statewide program of environmental health services, local health services or vital statistics.

 

TYPICAL FUNCTIONS:

  • Assists in formulating policies, procedures and standards for all programs under administrative responsibility; coordinates program with other programs of the department or other agencies.
  • Advises the Deputy Commissioner on administrative matters; participates in the formulation of programs and special projects.
  • Conducts quality control reviews of services provided and cost-benefit evaluations of programs and functions; makes recommendations for changes.
  • Directs the implementation of new or revised programs or policies and procedures.
  • Reviews and assists in revising program budgets and makes recommendations on appropriating funds to program areas.
  • Studies proposed federal and state legislation and advises Deputy Commissioner regarding its possible effect on public health, health care delivery systems and departmental programs; makes recommendations on needed legislation; prepares reports for legislators.

The Assistant Deputy Commissioner, State Health Department job family consists of only one level and incumbent is assigned responsibilities for and will perform all functions related to the position.

 

Knowledge, Skills and Abilities required include knowledge of the principles and practices of public health administration; of pertinent federal and state laws; of program management; of current health issues; of social and economic trends in public health; and of the state budgetary process.  Ability is required to apply management and supervisory techniques; to communicate with the public, legislators and other health care officials on public health matters; to allocate staff and funds to meet program goals;  to analyze complex problems and adopt an appropriate course of action; and to communicate administrative goals and objectives effectively both orally and in writing.

 

Education and Experience requirements consist of a master's degree in biological or physical science, environmental science, public health, a health-related field, business or public administration and seven years of professional-level experience in one of the above listed areas, including three years in an administrative capacity in a public health program; or an equivalent combination of education and experience.
