HEALTH PLANNING SPECIALIST, X28

 

BASIC PURPOSE:

Positions in this job family are assigned responsibilities involving the participation in planning, coordinating and evaluating the development and implementation of improved personal or environmental health services statewide.

 

TYPICAL FUNCTIONS:

The functions within this job family will vary by level, but may include the following:

• Participates in field sampling surveys to verify statistically indicated physical, mental and environmental health conditions.
• Contracts and confers with federal, state and community agencies and professional organizations concerned with health care.
• Organizes and writes recommendations and health policies for consideration by policy making officials and councils.
• Maintains records on one or more planning or regulatory elements; prepares or assists in the preparation of special reports and in the selection of samples for study purposes; makes on-site inspections as assigned.
• Discusses and prepares papers on major health topics, issues and problems with education and health professionals at the federal, state and local levels of government in order to gain information necessary for recommending a plan of action in such fields as health research, statistics, economics, epidemiology, organization, management, financing and intelligence.
• Makes comparisons of alternative plans and programs including the review of projects for Certificates of Need.
• Defines missions, goals, objectives, criteria, standards and evaluations, for comprehensive health care systems planning.
• Explores and defines health problems, their causes and related factors.
• Serves as staff resource to task forces and committees as assigned; prepares applications for planning, developmental, research, training and educational grants.

 

LEVEL DESCRIPTORS:

The Health Planning Specialist job family consists of three levels which are distinguished by the depth and breadth of accountability, the expertise required to perform assigned duties and the responsibility assigned for the leadership of others.

 

Level I:                                                Code:  X28A                                         Salary Band:   I

This is the basic level where incumbents collect or assemble data for use in a comprehensive program and assists other planning specialists on various projects.

 

Knowledge, Skills and Abilities required at this level include knowledge of governmental planning processes; of library research methods; of preventive, curative and health maintenance programs; of governmental agencies concerned with health care; of technical report writing; and of the functions and inter-relationships of public and private social welfare and health care institutions.  Ability is required to write and speak on health care subjects; and to conduct library and survey research.

 

Education and Experience requirements at this level consist of a bachelor’s degree in a social science, business or public administration, health care administration, health planning or statistics; or an equivalent combination of education and experience, substituting one year of professional experience in one of the above fields for each thirty semester hours of the required education.

 

Level II:                                   Code:  X28B                                         Salary Band:   K

This is the career level where incumbents will be expected to perform assigned duties at all levels of complexity.

 

Knowledge, Skills and Abilities required at this level include knowledge of federal and state laws and administrative regulations pertaining to comprehensive health planning; of standard social science statistical and research methods; of common planning techniques; and of socioeconomic factors affecting the development of health trade areas and health service systems.  Ability is required to explain health care system operations, both orally and in writing; and to recognize health care organization’s interests.

 

Education and Experience requirements at this level consist of a master’s degree in a social science, business or public administration, health care administration, health planning or statistics and one year of professional experience in health planning; or an equivalent combination of education and experience.

 

Level III:                                  Code:  X28C                                         Salary Band:   M

This is the leadership level where incumbents will be expected to perform major health planning or review activity in a division.

 

Knowledge, Skills and Abilities required at this level include knowledge of Oklahoma health services system, including regional programs; of socioeconomic influences on health service supply, distribution and utilization patterns; of research methods and design, including social science survey and questionnaire use; of health care facilities and the variables affecting operational costs; of standard statistical measures of health care service levels; and of the functions and interrelationships of public and private social welfare agencies, health agencies and health planning organizations.  Ability is required to identify various health care constituencies; to research and present recommendations to public and professional bodies; to explain controversial recommendations; and to use computerized data bases.

 

Education and Experience requirements at this level consist of those identified in Level II plus two additional years of qualifying experience.

 

SPECIAL REQUIREMENTS:

Some positions may require the master’s degree and/or experience to be in one of the specialized fields described above.
