PROGRAM REPRESENTATIVE, W20
BASIC PURPOSE: Positions in this job family are responsible for planning, developing, promoting and administering employment and training programs designed to assist communities in developing jobs and occupational training programs. This includes the monitoring of occupational training and employment programs for compliance with federal and state rules and regulations and agency policy.
TYPICAL FUNCTIONS: The functions within this job family will vary by level, but may include the following:
LEVEL DESCRIPTORS: The Program Representative job family consist of three levels which are distinguished by the complexity of assignments, the level of expertise required to perform the duties assigned, and the responsibility for providing leadership to others.
LEVEL I: Code: W20A Salary Band: H This is the basic level of the job family where employees are primarily responsible for performing routine entry level work in a training status to build their skills in monitoring occupational training and employment programs. In this role, they will participate in on-site surveys of contractors and grantees, provide technical assistance to contractors to ensure guidelines are followed and assist in developing new programs to meet community needs.
Knowledge, Skills and Abilities required at this level include knowledge of the principles of community organization and of public administration; of current social and economic problems; and of report writing. Ability is required to monitor federal, state and/or private grant-in-aid programs; to establish and maintain effective working relationships with others; to organize and assist in conducting meetings and surveys; to speak effectively in public and express ideas clearly and concisely, both orally and in writing; to exercise sound judgment in analyzing situations and making decisions; to understand human problems and difficulties of the disadvantaged; and to perform basic statistical calculations.
Education and Experience requirements at this level consist of a bachelor’s degree in business, public administration planning, or a closely related field; or an equivalent combination of education and experience, substituting one year of experience in an employment and training program, community development program, or grants management and grants writing for each year of the required education.
LEVEL II: Code: W20B Salary Band: J This the career level of the job family where incumbents are assigned duties and responsibilities at the full-performance level and perform tasks involving the development and implementation of employment programs to provide or improve job opportunities or economic conditions. This includes monitoring of contractors or grantees to ensure compliance with contract terms of federal or state guidelines or agency policies. Employees in these positions work independently in conducting on-site surveys and providing technical assistance to local government units and performance is monitored mainly through review of reports and records.
Knowledge, Skills and Abilities required at this level include those identified in Level I plus knowledge of grant program development and proposal writing; of survey methods and techniques; of public relations; of contract development and negotiation; of governmental policies and regulations concerning expenditures of federal grant money; and of fiscal accountability techniques and procedures. Ability is required to develop and monitor federal, state and/or private grant-in-aid programs; to read and analyze various information and select the appropriate course of action; to carry out several projects simultaneously; to monitor and evaluate procedures and techniques of manpower planning; to organize and/or assist in conducting surveys; and to review on-going programs to evaluate compliance with established guidelines and enhance effectiveness.
Education and Experience requirements at this level include those identified in Level I plus one year of qualifying experience in an employment and training program, community development program, or grants management and grants writing.
LEVEL III: Code: W20C Salary Band: K This is the leadership level where employees are assigned responsibility for planning, organizing, promoting, administering and monitoring employment training programs which are large in size and scope with statewide impact involving several interrelated activities. Employees have overall responsibility for such programs and direct the work activities of subordinate Program Representatives who are assigned to assist in monitoring contractors or grantees or provide technical assistance to local government units.
Knowledge, Skills and Abilities required at this level include those identified in Level II plus additional knowledge of the methods of management and supervision; of federal, state and local government regulations and services in the areas of education, training and employment; of socioeconomic factors influencing manpower utilization and distribution with particular reference to the needs of the disadvantaged and hard-core unemployment; and of the principles and practices of establishing and developing training programs. Ability is required to supervise and review the work of others; and to establish and implement survey methodologies.
Education and Experience requirements at this level consist of those identified in Level II plus two additional years of qualifying experience or an equivalent combination of education and experience.
