POWER TRANSMISSION MAINTENANCE TECHNICIAN, Q21

 

BASIC PURPOSE:

Positions in this family are responsible for the construction, installation, maintenance, and repair of facilities, devices, and equipment used in the transmission of high voltage transmission electricity.

 

TYPICAL FUNCTIONS:

The functions in this job family will vary by level and craft, but may include the following:

• Changes out or repairs old or damaged poles, cross arms, insulators or lightening arrestors; strings new or replacement conductors; installs jumpers and ground wires.
• Operates heavy trucks or other equipment used in the construction, repair, and maintenance of high-voltage transmissions lines.
• Maintains required live-to-ground clearance on high-voltage electrical transmission line right-of-ways.
• Installs, maintains and inspects transformers, oil circuit breakers, batteries, insulators, voltage regulators and other equipment found in an electrical substation; uses hot stick on high voltage.
• Installs, tests, and, programs electrical metering equipment; tests metering equipment for malfunctions and accuracy through use of computer; configures metering networks and links equipment utilizing productivity software, networking, and other programs.
• Tests, sets and repairs protective relays and related switch gear and control equipment, shares angling circuits, balances potential devices, calculates relay setting and makes fuse coordinator studies.
• Applies herbicides to vegetation in compliance with state and federal regulations; maintains records concerning types, quantities, locations and dates that chemicals are used to control the growth of vegetation.
• Operates hydro-ax, 4-wheel drive tractors with brush hog, chain saws and other tools and equipment to cut and trim trees, brush and other vegetation along right-of-ways; mows dikes and dams; works in locations with difficult accessibility such as fence rows, creek banks or densely populated or wooded areas.
• Constructs or modifies buildings, piers, footings, transformer pads, and containment pits around energized high-voltage transmission lines and devices following NERC and FERC requirements.
• Performs basic routine task of the assigned craft; completes required course work as an apprentice.
• Provides direct oversight and on-the-job training to apprentices. 
• Coordinates with other crafts on logistics of assigned projects.
• Evaluates performance or provides input in evaluating employees.
• Plans and assigns jobs to crews; may serve as a field engineer to solve problems on site.
• Insures availability of parts and supplies, by assessing jobs and determining parts that are needed for the job.

 

LEVEL DESCRIPTORS:

The Power Transmission Maintenance Technician job family consists of four levels of work which are distinguished by the complexity of the assigned duties, level of responsibility and the expertise required for the completion of assigned projects.

 

Level I                                     Code:  Q21A                             Salary Band:  L

This is the apprentice level where incumbents perform progressively more responsible work of the crafts assigned, beginning with the most basic or routine tasks and work under immediate supervision.  They must complete a prescribed course of study and/or a specified length of on-the-job training.

 

Knowledge, Skills and Abilities required at this level include knowledge of the basic principles of the assigned craft; of transmission lines, structures and rigging; and of the methods, materials, tools and equipment used in maintaining power station equipment; of the operations of equipment utilized in the application of pesticides and in the transmission of high-voltage electricity; and of the occupational hazards and safety precautions of the craft.  Ability is required to establish and maintain effective working relationships with others; to use mechanical tools and equipment; and to read blueprints, sketches, and written instructions.

 

Education and Experience requirements at this level consist of two years of experience in the craft to which assigned; or completion of two years of a four year apprenticeship program in the craft to which assigned; or completion of a two year course of study in the craft to which assigned at a recognized trade, technical or vocational school; or two years of experience using power tools and equipment in the clearance of brush; or two years of experience using power tools and equipment in the building construction trade; or an equivalent combination of education and experience.

 

Level II                                                Code:  Q21B                             Salary Band:  M

This is the journeyman level where incumbents perform at the full performance level in the assigned craft.  Incumbents at this level will have oversight and training responsibilities for apprentices.

 

Knowledge, Skills and Abilities required at this level include those identified in level I plus knowledge of pollyphase metering practices and equipment; the ability to understand mechanical problems and repair procedures and to interpret blueprints, sketches and written instructions.

 

Education and Experience requirements at this level consist of those identified in Level I plus two additional years of experience in skilled maintenance work with an electrical utility company in the craft to which assigned; or using power tools and equipment in the clearance of high voltage transmission line right-of-ways; or using power tools and equipment in the building construction trade; or an equivalent combination of education and experience.

 

Level III                                   Code:  Q21C                             Salary Band:  N

This is the specialist level where employees either serve as a lead worker or perform the most complex tasks for the assigned craft; they will provide technical training for other employees in the assigned craft, or serves in a specialized role conducting state inspections.

 

Knowledge, Skills and Abilities required at this level include those identified in Level II plus ability is required to train subordinate employees.

 

Education and Experience requirements at this level consist of those identified in Level II plus one additional year of qualifying experience in the craft to which assigned.

 

Level IV                                   Code:  Q21D                             Salary Band:  O

This is the leadership level where incumbents serve as a first line supervisor.  Employees at this level will supervise and evaluate employees assigned to a crew; they will schedule major projects; coordinate with other crews, divisions, or crafts; and ensure that crews receive appropriate safety and technical training.

 

Knowledge, Skills and Abilities required at this level include those identified in Level III plus knowledge of the principles of effective supervision.  Ability is required to understand trouble shooting and repair procedures; and to supervise the work of subordinates.

 

Education and Experience requirements at this level consist of those identified in Level III plus one additional year of qualifying experience in the craft to which assigned.

 

SELECTIVE QUALIFICATIONS:

Experience must be in the craft designated by the hiring agency.  Some positions may require the possession of a valid Oklahoma commercial driver’s license; or possession of a Certified Line Clearance Tree Trimmer Certificate and a Pesticide Applicator Certificate/License.

 

SPECIAL REQUIREMENTS:

Applicants must be willing to perform all job-related travel normally associated with the position.
