TRANSPORTATION RATE AUDITOR, M50
BASIC PURPOSE: Positions in this job family are involved in auditing and investigating common, contract and private carriers in the transportation industry, and enforcing rules regarding tariffs, rates, fares, charges, size and weight limitations, safety standards and operations. This includes reviewing operations and practices of motor carriers and the shipping industry to determine compliance with rules through auditing of business and financial records, investigating alleged violations, gathering evidence, preparing reports, exhibits and recommendations.
TYPICAL FUNCTIONS: The functions within this job family will vary by level, but may include the following:
LEVEL DESCRIPTORS: The Transportation Rate Auditor job family consists of three levels which are distinguished by the complexity of assignments, the level of expertise required to perform the duties assigned, and the responsibility assigned for providing leadership to others.
LEVEL I: Code: M50A Salary Band: I This is the basic level of this job family where employees are responsible for performing routine entry level work in a training status to build their skills in reviewing the operations and practices of motor carriers, determining compliance, size and weight limitations, safety standards, rates, charges, and fares. In this role they will assist in the preparation of exhibits and testimony, and may be called upon to provide testimony in routine cases.
Knowledge, Skills and Abilities required at this level include knowledge of basic accounting principles and practices; of basic accounting principles in auditing, statistics, tariffs and cost analysis; of safety standards; and of applicable motor carrier practices. Ability is required to write reports; to provide presentations, including oral testimony; and to analyze business and financial records.
Education and Experience requirements at this level consist of completion of 60 hours from an accredited college or university, 18 hours of which must have been in accounting, statistics, business administration or a closely related field, or 5 years practical experience in rates or a related field in the transportation industry.
LEVEL II: Code: M50B Salary Band: K This is the career level of this job family where employees are assigned duties and responsibilities at the full-performance level and perform a wide range of tasks involving the auditing and investigating of transportation industry carriers, and enforces rules concerning tariffs, rates, fares, charges, size and weight limitations, and safety standards and operations. This includes reviewing operations and practices of motor carriers and the shipping industry, analyzing complex business and financial records, conducting investigations independently, and providing expert testimony in complex cases. At this level, employees may serve as a team leader during an audit or investigation.
Knowledge, Skills and Abilities required at this level include the knowledge and skills identified in Level I plus additional knowledge of economic principles related to tariffs and cost setting, of vehicle size and weight, and of the Oklahoma Corporation Commission rules concerning motor carriers. Ability is required to analyze complex business and financial records and to conduct investigations.
Education and Experience are mandated by statute (47 OS Section 163.1): Applicants “...shall be graduates of an accredited college or university” OR have “seven (7) years practical experience in rates or related fields in the transportation industry.”
LEVEL III: Code: M50C Salary Band: L This is the leadership level of this job family where employees are assigned responsibilities for directing and supervising the work activities of a group of Transportation Rate Auditors on a regular and consistent basis. Positions are assigned responsibility for the supervision of personnel, including reviewing and assigning work, providing training and evaluating performance. Some positions may provide direct supervision which includes additional responsibilities for employee development, approving leave and initiating disciplinary actions, as well as performing related administrative functions.
Knowledge, Skills and Abilities required at this level include the knowledge and skills identified in Level II plus additional knowledge of supervisory principles and practices and additional skills in supervising the work of others and in conducting several projects simultaneously.
Education and Experience requirements at this level consist of a bachelor’s degree plus two additional years of qualifying experience; or an equivalent combination of education and experience.
