DIRECTOR, OIL AND GAS DIVISION, M11
BASIC PURPOSE: Positions in this job family are assigned responsibilities involving supervising, organizing and planning the activities of the Oil and Gas Division in the land management of oil, gas coal, uranium and other minerals and the sale of mineral leases on land under the jurisdiction of the Commissioners of the Land Office.
TYPICAL FUNCTIONS: The functions within this job family will vary by level, but may include the following:
LEVEL DESCRIPTORS: The Director, Oil and Gas Division job family has two levels which are distinguished by the complexity of assignments and the level of responsibility and decision making authority utilized in the management and operation of the division.
LEVEL I: Code: M11A Salary Band: O This is the first level of administrative supervision and management of the Oil and Gas Division. Responsibilities include assisting the Division Director in supervising, scheduling and planning the duties performed by division personnel, supervising all division orders covering state leases, determining the validity of oil and gas leases, interpreting rules and regulations applicable to state-owned property, and serving as Division Director in the absence of same.
Knowledge, Skills and Abilities required at this level include knowledge of petroleum engineering and geology; of petroleum land management relating to oil and gas production; of various record keeping methods relating to land titles, leases and contracts; of mineral leases and contracts; of state laws and regulations relating to land lease and development; of methods and techniques of report writing; of the principles and practices of effective supervision; and of office management and practices. Ability is required to analyze secondary recovery units; to prepare general agreements; to apply engineering and geological principles to contract agreements; to communicate effectively, both orally and in writing; and to establish and maintain effective working relationships with others.
Education and Experience requirements at this level consist of a bachelor’s degree in petroleum land management or business administration or a closely related field and three years of professional experience in oil and gas work as a landman, land manager or operations manager or a master’s degree in land management or business administration and two years of the required experience.
LEVEL II: Code: M11B Salary Band: O This is the senior level of administrative supervision and management of the Oil and Gas Division. Responsibilities include supervising, scheduling and planning the activities of division personnel, and negotiating and preparing general contract agreements.
Knowledge, Skills and Abilities required at this level include those identified in Level I plus knowledge of the principles and practices of effective management and ability to supervise or direct the work of others.
Education and Experience requirements at this level consist of those identified in Level I plus one additional year of the required experience in a supervisory capacity.
NOTE: There is no substitution allowed for the required one year of supervisory experience.
