SAFETY AND HEALTH DIRECTOR, J25
BASIC PURPOSE: Positions in this job family perform top-level management work involved in planning, directing and coordinating division activities related to the work place. This includes functions or activities of the asbestos abatement program and related activities; the safety standards program involving the inspection and licensing/certification of boilers, pressure vessels, steam lines, hot water heaters and amusement rides; occupational safety and health consultation in the private sector and occupational safety and health consultation and enforcement in the public sector.
TYPICAL FUNCTIONS:
LEVEL DESCRIPTOR: The Safety and Health Director job family consists of two levels, which are distinguished by the complexity of assignments, the level of expertise required to perform the assigned tasks, and the level of responsibility assigned for providing top level management and leadership.
Level I Code: J25A Salary Band: M Performs middle-level management work involving strategic planning, directing, and coordinating division activities related to occupational safety and health consultation directed by the Safety and Health Director. Functions as Associate Director, with full divisional responsibility in the absence of the Director, or as delegated. Makes decisions associated with the full range of supervisory responsibilities including hiring, training/orientation, employee performance evaluation and disciplinary action.
Knowledge, Skills and Abilities required include knowledge of federal and state statutes and policies relating to occupational health and safety; of public relations techniques pertaining to consultative/compliance techniques; of environmental/industrial hygiene testing equipment; of the proper handling of asbestos of methods and techniques of conducting inspections; of supervision principles; of administration and management practices; and of technical report writing and record keeping. Ability is required to supervise the activities of professional, technical and clerical personnel; to handle confidential work with tact and discretion; plan, direct and administer an effective program; to analyze problems and recommend effective solutions; to conduct several projects simultaneously; to communicate effectively, both orally and in writing; to write reports; and to establish and maintain effective working relationships with others.
Education and Experience requirements consist of a bachelor’s degree in business administration, engineering, industrial safety or a closely related field and four years of experience in an occupational health and/or safety standards controlled environment requiring the application of safety standards and codes including one year of supervisory or managerial experience; or an equivalent combination of education and experience, substituting one additional year of qualifying experience for each year of the required education;* OR
Eight years of experience in a safety standards environment which includes boilers, pressure vessels or other mechanical devices that require the application of safety standards and codes, including one year in a supervisory or managerial capacity and a valid Commission by National Board of Boiler Pressure and Vessels; or an equivalent combination of education and experience, substituting six semester hours of math for each year of the required non-supervisory experience with a maximum substitution of four years; no substitution allowed for a valid commission by National Board of Boiler Pressure and Vessels;** OR
A bachelor’s degree and four years of experience in asbestos abatement or inspection, including one year of supervisory or managerial experience; or an equivalent combination of education and experience, substituting one additional year of qualifying experience for each year of the required education.***

SPECIAL REQUIREMENTS: Applicants must be willing and able to fulfill all job-related travel normally associated with this position.
Level II: Code: J25B Salary Band: N Performs top-level management work involving strategic planning, directing, and coordinating division activities related to the fields of OSHA, PEOSH, Safety Standards or Asbestos. Employees are assigned responsibility for performing all functions applicable to the division for which responsibility is assigned.
Knowledge, Skills and Abilities required at this level include those identified at Level I plus the ability to develop policy and prepare and manage a budget.
Education and Experience requirements consist of a bachelor’s degree in industrial or occupational safety, engineering, business administration, or a closely related field and five years of experience in an occupational safety and/or health controlled environment, including two years of supervisory or managerial experience; or an equivalent combination of education and experience, substituting one additional year of qualifying experience for each year of the required education;* OR Nine years of experience in occupational or industrial safety, or a safety standards controlled environment which includes boilers, pressure vessels or other mechanical devices that require the application of safety standards and codes, two years in a supervisory or managerial capacity and a valid Commission by National Board of Boiler and Pressure Vessels; or an equivalent combination of education and experience, substituting six semester hours of math for each year of the required non-supervisory experience with a maximum substitution of four years; no substitution allowed for a valid commission by National Board of Boiler and Pressure Vessels,** OR A bachelor’s degree and five years experience in asbestos abatement or inspection, including two years of supervisory or managerial experience; or an equivalent combination of education and experience, substituting one additional year of qualifying experience for each year of the required education.***
