MANAGEMENT ANALYST

 

BASIC PURPOSE:

Positions in this job family are assigned responsibilities involving developing, analyzing, evaluating or improving the effectiveness of work methods and procedures, manpower utilization, distribution of work assignments, management controls and similar functions of management.  Employees will work independently to gather, analyze and evaluate data concerning the organization and then make appropriate recommendations to management on actions that should be taken.

 

TYPICAL FUNCTIONS:

The functions within this job family will vary by level, but may include the following:

  •  Analyzes and evaluates departmental organization, procedures, methods and equipment; recommends improvements and changes as necessary to standardize and/or improve departmental operations; plans, develops and maintains a management information system of department activities.
  • Develops and maintains departmental manpower planning procedures for assigned areas of responsibility such as administration, design, compliance with regulations, inspection, maintenance and construction; develops guides to assist supervisors and managers in scheduling, directing and reporting operations more uniformly and effectively throughout the state.
  • Develops methods and determines manpower, equipment and material requirements to accomplish departmental work programs; recommends adequate manpower requirements and the reassignment of excess manpower to productive activities; recommends a flexible manpower resource, i.e., temporary assignment of permanent employees and/or temporary employees to perform seasonal or emergency work.
  • Develops methods whereby productivity can be measured against reasonable standards for each job; establishes methods whereby specific reasonable manpower requirements for each job can be determined; determines manpower, equipment and material requirements based on established standards.
  • Maintains liaison with operations experts in functional area; works with financial section to analyze departmental expenditures in comparison with departmental budget to determine if proper expenditures are made in line with budgetary object codes.
  • Directs the preparation of oral and written reports regarding management surveys and other activities, including recommendations to appropriate officials for needed changes and improvements.
  • Develops and assists in the implementation of management improvement programs designed to bring about increased efficiency, economy and cost effectiveness in agency operations; provides guidance and staff assistance to officials in organizational units in setting goals and evaluating accomplishments.
  • Determines cost effectiveness of proposed and existing programs.
  • Reviews proposed organizational or functional changes involving the establishment, discontinuance, consolidation, transfer or regrouping of sections or subdivisions; determines the effect on existing organizational and management policies and practices; directs further analysis and evaluation; makes appropriate recommendations and provides guidance in implementing approved changes.
  • Directs activities necessary to meet federal guidelines and requirements in the agency's Management Analysis Program; cooperates with regional and federal officials through appropriate supervisory channels by providing information regarding organization and management practices and operations; analyzes and determines the implications of proposed federal programs or revisions in current programs; participates in obtaining necessary resources to achieve improvements in new or existing programs.

LEVEL DESCRIPTORS:

This job family consists of two levels which are distinguished by the complexity of work and the responsibility assigned for the leadership of others.

 

Level I:                                                Code:  E49A                             Salary Band:  L

This is the career level of this job family where employees are assigned responsibilities at the full performance level for a full range of work related to the analysis of management functions, procedures, systems and policies within an organization.

 

Knowledge, Skills and Abilities required at this level include knowledge of managerial functions, methods and techniques; of basic principles of public and business administration, personnel practices and job demands in industry; of governmental procedure, organization and operation; of analytical principles and practices; and of methods and techniques of disseminating public information.  Ability is required to analyze and solve complex and difficult problems of organization and management; to plan and organize management and occupational research projects; to present technical material in a clear and concise manner, both orally and in writing; and to analyze the relationship of cost to benefit for projects and programs.

 

Education and Experience requirements at this level consist of a master’s degree in business, public administration, industrial engineering, psychology, economics, social work or sociology with a minimum of eighteen hours in research and/or statistics and two years of professional experience in industrial engineering, industrial psychology, program evaluation or financial administration; or an equivalent combination of education and experience.

 

Level II:                                   Code:  E49B                             Salary Band:  N

This is the leadership level of this job family where employees are assigned responsibilities involving the direction and supervision of employees assigned to the management analysis staff, direct management surveys as needed, submit required reports on organizational accomplishments or activities and provide assistance to management in implementing approved changes.  The main emphasis is on responsibility for the overall management analysis program for the agency or institution.

 

Knowledge, Skills and Abilities required at this level include knowledge of management principles, concepts and techniques and their practical applications; of methods for determining cost effectiveness of programs; of organizational theory and design; and of methods for conducting surveys and analyzing results.  Ability is required to gather, organize and analyze facts; to distinguish between essential and non-essential facts and between fundamental causes and symptoms of organizational weakness; and to identify organizational problems and develop effective solutions.

 

Education and Experience requirements at this level consist of  a master’s degree in business, public administration, industrial engineering, psychology, economics, social work or sociology with a minimum of eighteen hours in research and/or statistics and five years of professional experience in industrial engineering, industrial psychology, program evaluation or financial administration, three years of which must have been in a supervisory, consultative, administrative or managerial capacity; or an equivalent combination of education and experience.

 

NOTE:  Professional experience in the fields listed must have been the primary job responsibility to be considered as qualifying.  Incidental performance of professional work in any area(s) shall not be considered qualifying.
