FINANCIAL LOAN ANALYST, D10

BASIC PURPOSE:

Positions in this job family are assigned responsibilities involving the review and analysis of financial information and loan documents related to water/waste water project loans under authorized financial assistance programs.  This includes evaluating loan applications for proper completion and submission of required records and data, analyzing the revenues, expenditures and debt obligations of applicants, monitoring closed loans to insure compliance with loan provisions and monitoring water systems cost, production, consumption and other performance factors.

 

TYPICAL FUNCTIONS:

The functions within this job family will vary by level, but may include the following:

  • Evaluates new loan applications to insure proper completion and submission of required financial information to facilitate financial credit analysis.
  • Reviews and analyzes financial accounting data, legal documents, contracts, proposals and other records and documents to complete the financial credit analysis; advises applicants of additional information or documents that may be required.
  • Analyzes revenues and expenditures and current and future debt obligations; completes debt coverage calculations and future revenue and expenditure and ratio tests and justifications; analyzes monthly operating statements and annual audits of loan recipients.
  • Monitors closed loan portfolios to insure compliance with covenants and requirements of loan closing documents in servicing the loan.
  • Prepares loan documents, reports and correspondence; develops and monitors financial/economic market information data bases concerning financial assistance programs.
  • Coordinates with financial advisors, board counsel, underwriter, insurer, rating agency and trustee bank on financing strategies concerning current and future assistance programs bond issues.

LEVEL DESCRIPTORS:

This job family has four levels which are distinguished by the complexity of work assignments, the expertise required to perform work assignments, and the responsibility assigned for supervising others.

 

Level I                                     Code:   D10A                            Salary Band:    I

This is the basic level of the job family where employees are assigned responsibility for performing routine entry level work in a training status in examining loan documents and financial records of applicants and assisting higher level analysts in completing loan analysis or research concerning financing requirements.  This includes assisting in the review of applications, identifying additional information required, completing cursory credit analysis on information submitted and assisting in the preparation of required loan documents and reports.

 

Knowledge, Skills and Abilities required at this level include knowledge of governmental accounting; of financial statements and other accounting records; of credit analysis and statistical analysis; and of modern business operations. Ability is required to review and analyze financial information and documents; to evaluate revenues, expenditures and debt obligations; to communicate effectively; to organize and present facts and opinions clearly; and to establish and maintain effective working relationships with others.

 

Education and Experience requirements at this level consist of a bachelor’s degree in business administration or a closely related field or an equivalent combination of education and experience, substituting one year of experience in fiscal or credit analysis for each year of the required education.

 

Level II                                                Code:   D10B                            Salary Band:    J

This is the career level of the job family where employees are assigned responsibility for a full range of work related to reviewing, analyzing and recommending action to take on applications for loans under the financial assistance program.  This includes reviewing all loan documentation, completing the required credit analysis and evaluation of projected revenues and expenditures, monitoring closed loans, and coordinating activities concerning bond issues.  Limited responsibility may be assigned for providing assistance or training to lower level analysts.

 

Knowledge, Skills and Abilities required at this level include those identified in Level I plus demonstrated ability to review and analyze required loan documents and financial records and make appropriate recommendations.

 

Education and Experience requirements at this level consist of those identified in Level I plus one year of professional experience in commercial financial statement credit analysis.

 

Level III                                   Code:   D10C                            Salary Band:    K

This is the leadership level of the job family where employees are assigned responsibility for supervising the work of others in reviewing applications for financial assistance and performing other related work.  In this role they will assign and review the work of assigned staff, insure completion of required tasks, evaluate work performance and perform related administrative tasks.  Responsibilities will also include completing complex financial analysis of existing and/or future bond issues, and interacting with the Board’s financial advisor, bond counsel, underwriter, insurer, rating agency, and trustee bank on financing strategies.

 

Knowledge, Skills and Abilities required at this level include those identified in Level II plus knowledge of supervisory principles and practices.

 

Education and Experience requirements at this level consist of those identified in Level II plus one year of professional experience in commercial financial statement credit analysis or a master’s degree in business administration or a closely related field and one year of professional experience in commercial financial statement credit analysis; or an equivalent combination of education and experience, substituting one year of professional experience in fiscal or credit analysis for each year of the required education.

 

Level IV                                   Code:   D10D                            Salary Band:    M

At this level employees are assigned responsibilities involving coordinating, supervising and planning the daily operations of the Financial Assistance Program.  This will include developing methodologies to collect financial information for management analysis, developing and implementing policies and procedures, assisting in budget preparation and control, and direction of complex technical and financial work involving the credit analysis and servicing of water/waste water loans.

 

Knowledge, Skills and Abilities required at this level include knowledge of the principles and practices of organization and management; of finance, bond issuance, credit analysis, debt instruments, underwriting, debt servicing and statistical analysis; of the methods and techniques of research and analysis; of program development and implementation; and of the principles of accounting and budgeting.  Ability is required to supervise professional staff; to establish realistic budgeting goals; to analyze situation accounting and to apply complex analytical methodologies; and to establish and maintain effective working relationships with others.

 

Education and Experience requirements at this level consist of a bachelor's degree in business administration or a closely related field and five years of professional experience in commercial financial statement credit analysis or a master's degree in business administration or a closely related field and four years of professional experience in commercial financial statement credit analysis; or an equivalent combination of education and experience, substituting one year of professional experience in commercial financial statement credit analysis for each year of the required education.

 

SPECIAL REQUIREMENTS:
