Affirmative Action Plans

 

In 1984, the Legislature enacted House Bill 1681, the first Oklahoma law requiring state agencies to prepare affirmative action plans (AAPs). This legislation also required the Office of Personnel Management (OPM) to report annually on the progress made by governmental entities in the area of affirmative action, including the status of recruitment of women, men, and minorities within EEO job categories.

Subsequent legislation gave the OPM Administrator the responsibility for implementing the state's affirmative action policies and for ensuring equal employment opportunity in state government, and made agency Appointing Authorities responsible for affirmative action efforts and progress by requiring each agency to submit an AAP to OPM annually.

The Administrator has assigned the Equal Opportunity and Workforce Diversity (EOWD) Team the responsibility for reviewing AAPs to ensure their compliance with the Oklahoma Personnel Act and the Merit Rules, and for reporting the results of Team members' review to the Affirmative Action Review Council (AARC).

The EOWD Team members have developed an Excel version of the required reporting forms to assist state agencies in complying with state law.


Affirmative Action Review Council
The Affirmative Action Review Council (AARC) was created by the Legislature in 1994 to assist in the implementation of affirmative action and equal employment opportunity efforts in state government. The OPM Administrator consults with AARC members concerning the standards that executive branch agencies must follow in adopting their affirmative action plans.  AARC members review agency affirmative action plans for compliance with these standards.

The AARC is composed of six members:  two appointed by the Governor, two appointed by the President Pro Tempore of the Senate, and two appointed by the Speaker of the House of Representatives. All members serve two-year terms.
