RE: OPM ALL APPOINTING AUTHORITY CORRESPONDENCE

Effective immediately, all appointing authority correspondence from the Office of Personnel Management will be numbered to indicate the year and the numerical sequence of the correspondence, i.e. OPM 97-XXX. The number will be assigned to various types of correspondence from OPM to include, but not be limited to, correspondence to Appointing Authorities, Merit and Non-Merit System Agencies, Personnel/HR Directors, Agency Personnel Responsible for Payroll Deductions, Payroll Coordinators, Agency Nominating Officials (for HRDS Workshops), etc.

Attached is a list of all such OPM correspondence issued for calendar year 1997. Requests for copies of previously issued OPM all appointing authority correspondence may be directed to the OPM Print Shop at (405) 521-6292.

RE: PUBLIC SERVICE RECOGNITION WEEK MAY 5-11, 1997

Governor Frank Keating issued the enclosed proclamation designating the week of May 5-11, 1997, to be "Public Service Recognition Week" in the State of Oklahoma. This special week will be recognized throughout the country at the federal, state and local levels of government. All state agencies are encouraged to plan appropriate activities that week to celebrate the outstanding services provided to the citizens of Oklahoma by your agency's dedicated workforce.

On Thursday, May 8, your agency will have the opportunity to participate in "State Agency Recognition Day", an exhibition at the State Capitol Rotunda. If you want to have a booth at the exhibition, please submit the enclosed booth application so we can reserve you one of the 35 available booths. If we receive more than 35 applications, booths will be assigned on a "first come-first served" basis, so please reply promptly.

Again, please plan whatever form of Public Service Recognition Week celebration is appropriate for your agency to acknowledge the outstanding service your employees provide day in and day out to the people of Oklahoma.

RE: EMERGENCY MERIT RULE REGARDING PAID ADMINISTRATIVE LEAVE TO ATTEND TRIAL OF DEFENDANTS CHARGED WITH BOMBING ALFRED P. MURRAH FEDERAL BUILDING

The enclosed emergency rule provides up to 40 hours of paid administrative leave for state employees affected by the bombing of the Alfred P. Murrah Building to attend the trial or the closed circuit viewing of the trial of the defendants charged with the bombing.

Rule 530:10-15-56 became effective March 26, 1997, when it was approved by Governor Keating. The Rule will remain effective through July 14, 1998, unless superseded by another rule or disapproved by the Legislature.

I recommend that you review previously submitted requests for annual leave or leave without pay by eligible employees and approve applicable requests as paid administrative leave under 530:10-15-56 up to the 40 hour limit. You may approve requests for leave in excess of 40 hours as annual leave or leave without pay according to other provisions of the Merit Rules.

Under rules governing the closed circuit viewing of the trial, persons wishing to view the closed circuit telecast may only reserve seats two days prior to the day they wish to attend. To the extent possible, please allow eligible employees flexibility in scheduling the paid administrative leave due to this restriction.

PART 5. MISCELLANEOUS TYPES OF LEAVE

530:10-15-56. Paid administrative leave to attend trial of defendants charged with bombing of the Alfred P. Murrah Federal building
(a) A classified or unclassified employee registered through the U.S. Attorney’s Office to attend the trail of defendants charged with the bombing of the Alfred P. Murrah Federal Building shall be granted up to 40 hours paid administrative leave to attend the trail or closed circuit viewing.


(b) To be eligible for paid administrative leave, an employee shall request leave pursuant to the provisions of this Section on the appropriate agency form.

(c) An Appointing Authority shall verify that the employee is registered to attend the trial or the closed circuit viewing of the trial before granting leave under this Section. Verification that the employee has been issued a photo identification card through the U.S. Attorney's Office for entry into the trial or the closed circuit viewing of the trial shall be adequate verification for the purpose of this Section.

(d) After employees have exhausted administrative leave under this Section, an Appointing Authority may grant other types of leave (such as annual leave or leave without pay) according to the Merit Rules to allow employees to attend the trial or closed circuit viewing of the trial. An Appointing Authority may authorize use of flextime attendance policies or alternative work schedules to allow employees who have exhausted administrative leave under this Section to attend the trial or closed circuit viewing of the trial.

RE: OPM Classification and Compensation Reform Project Management Interviews

As previously communicated last winter, the Classification/Compensation Reform Project is a project conducted by the OPM to evaluate, study, and make recommendations to the Governor and Legislature on the classification, compensation, and performance management systems of the State of Oklahoma. This project was authorized by Governor Keating's Executive Order 96-25, and requires a full report, with recommendations, to the Governor and Legislature which will be in November, 1998. Agencies were briefed about the project in two meetings held in December, 1996.

We are proceeding with the next stage of the OPM Classification/Compensation Reform Project. The Classification/Compensation Reform Advisory Committee met for the first time on Friday, March 28, 1997 to review information about the origin and purpose of the project, to receive an overview of the project activities, and to develop a work schedule for work to be performed in the coming months. This Advisory Committee is composed of key agency program management and human resources staff who provide a thorough knowledge and history of agency personnel systems and state functions.

In order to maximize agency input into the early stages of this important project, a series of Management Interviews will be conducted with a representative sampling of state agencies on April 15, 16, 22, and 23, 1997. Because of the large number of agencies, I have identified a cross-sampling of agencies to provide a diverse but full picture of agency perspectives on classification, compensation, and employee performance management systems through these management interviews. The Management Interviews will be conducted in the agencies' offices with only the agency representative and a consultant from the Hay Group, the consultant which has been contracted with to assist OPM in this project.

OPM will be contacting selected agencies to participate in these Management Interviews. If your agency is contacted for an interview, your cooperation and participation will be valuable and appreciated. Your information, openness, and full disclosure will contribute greatly to the overall success of this project. Moreover, your participation also will contribute to assisting agencies in their areas of concerns about the classification, compensation, and the employee performance management systems of the State of Oklahoma.

RE: Employee Communication (OPM Classification/Compensation Reform Project)

Enclosed is a bulletin addressed to all state employees informing them of the Office of Personnel Management (OPM) Classification and Compensation Reform Project. This bulletin was prepared with the assistance of the Project Advisory Committee. The Committee was established by OPM and is composed of Agency Directors, HR Managers, and also has employee association involvement. The purpose of this Committee is to provide feedback on every aspect of this important project. The enclosed bulletin provides employees with answers to some commonly asked questions about the project.

We are requesting that you distribute this bulletin to each of your employees during the period April 28-30. The timing of this distribution is important to ensure that all employees receive this important communication at approximately the same time. The communication may be distributed through E-mail, home mail, payroll distribution, or any other means that will ensure the employees receive this information during the above-mentioned period.

The Office of Personnel Management (OPM) will be sponsoring a "Definition of Terms" seminar on Friday, May 9, 1997, from 9 a.m. to 11:30 a.m. in the Commission Room (First Floor) of the Department of Transportation. This seminar is intended for all personnel directors of state agencies as well as selected OPM staff.

One integral part of the success of the Classification Compensation Reform Project is the clear and consistent use of management and HR terms both within OPM and in the agencies using OPM services. In order to ensure that OPM, agencies, and our consultant are using the same terms during this project, OPM and the Hay Group, will be holding this seminar to identify and reach consensus on relevant the use of critical terms important to this project. You are invited to participate in this critical session. Participation in this seminar will not only provide you with a clear and consistent definition of appropriate terms as used by your peers, but it will give you the opportunity to lend your expertise and knowledge to these discussions.

SUBJECT: Revisions to Request for Personnel Action Forms Policy

The OPM Management Services Division receives thousands of Request for Personnel Action forms (OPM-14) from agencies on a variety of transactions affecting state employees. Occasionally, these transactions contain errors ranging from typographical mistakes to incorrect appointment information. In the past, OPM staff has made corrections to some of these forms in order to facilitate the timely processing of these transactions.

The purpose of this memo is to advise all agencies that OPM staff will only make changes to typographical errors on these forms. Any other types of errors which affect a condition of employment, (i.e. effective dates, Appointments, Separations, Changes, Leave, Proposed, and Remarks) will no longer be corrected by OPM staff. These forms will be returned to your personnel office for correction and resubmission to OPM. A copy of the corrected form also must be given to the affected employee by the agency.

If you or your staff feel that a training session is required to help in the processing of transactions, please have your staff contact either Jim Lippert (521-2169) or Steve Loux (521-6338).

1. The immediate fiscal impact for the current fiscal year.

2. The fiscal impact for next fiscal year.

3. If all or part of the cost is achieved by not filling authorized positions, please indicate by budget account where you have not been filled and if there are plans to fill them in the future.

4. If some or all of the costs can be absorbed by savings achieved through current or future organizational or program changes, please describe those changes there.

5. If funds are otherwise not available, please describe the source of the funds and what budget/program changes are required to make them available.

6. If funds are not available, how will your agency fund the cost if the Legislature does not provide additional funding?

Once other Class SER approval criteria have been met, SER fiscal impact information will be forwarded to the Office of State Finance for review and comment. Questions regarding this issue may be directed to Todd Dennis 521-6374 or Steve Loux at 521-6338 in the OPM Compensation Division.
