RE: EXECUTIVE ORDER 96-37, HIRING FREEZE AND PROFESSIONAL AND PERSONAL SERVICE CONTRACTS
Governor Frank Keating issued Executive Order 96-37 (December 31, 1996) effective January 1, 1997, extending the employment and the professional and personal services contract freeze to June 30, 1997. This freeze continues to prohibit agencies from hiring new employees, transferring current employees, rehiring former state employees or entering into certain professional or personal service contracts without previous written approval from their respective Cabinet Secretary.
Please refer to the All Appointing Authorities memo, dated February 17, 1995, from Oscar Jackson, Office of Personnel Management, for specific guidelines concerning employment issues pertaining to this freeze.
A copy of the OPM-92, Personnel Transaction Freeze Exception Request is attached and must be used to document all personnel transaction exception requests for classified and unclassified/exempt positions. Agencies may duplicate the form as needed.
Please refer to the letter to Agency Directors, dated February 16, 1995, from Tom Brennan, then Secretary of Administration and Jack E. White, then Acting Secretary of Finance and Revenue, for specific guidelines on personal and professional services contracts.

These supersede the comprehensive lists dated July 1, 1996, and include all changes received since that date. Please check the lists to see if there have been any changes in the information for entities to which your agency remits payroll deductions. Particular changes you should note since July include an address change for Oklahoma State Troopers Association and Oklahoma Health Services Federal Credit Union; a change in contact person for American Public Life Insurance Company; and the termination of Leaders Life Insurance Company, effective 11/1/96 .
It is imperative that you use the correct FEI number and number of FTE when submitting your payroll withholding claims. Be sure to check Box #1 for Supplemental Insurance and a 2% fee to be assessed. This information is transferred to OPM from OSF and is the basis for our billing to the insurance companies.
If you find any error or omission, or have any question about our payroll deduction procedures or the Voluntary Payroll Deduction Rules, please contact OPM Administrative Services at (405) 521-2269. Also, we ask of any organization for which we lack the contact person's name and telephone number, to please report this to OPM Administrative Services.
Please inform OPM Administrative Services in writing of changes or additions to our list of agency personnel who should receive payroll deduction information.
Approval of voluntary payroll deduction status does not authorize on-site sales solicitation.

IN RE: Carl Albert Public Internship Program—Eligible Applicants
The Office of Personnel Management is maintaining a list of eligible Carl Albert Public Internship Program (CAPIP) applicants for Spring 1997. However, because of the hiring freeze ordered by Governor Keating in Executive Order 96-37, opportunities for CAPIP appointments for the spring semester may be limited. Nevertheless, there may be extraordinary circumstances which justify the appointment of an Undergraduate or Executive Fellows Intern under one of the permissible exceptions to the hiring freeze.
Due to the Executive Order, until June 30, 1997, the Office of Personnel Management will require an approved OPM-92 before processing the appointment of a CAPIP Intern. To obtain a list of eligible CAPIP applicants, please contact Dayna R. Petete, Program Coordinator, at (405) 521-6293.

Enclosed you will find a listing of current employees on your payroll that are claiming EXEMPT from withholding or they are claiming 10 or more exemptions on their current W-4, Employee's Withholding Allowance Certificate.
Current W-4's claiming either EXEMPT or more than 10, must complete a new W-4 each year by February 15, If the employee does not give you a new Form W-4, withhold tax as if the employee is single with zero withholding allowances.

The sessions will be held at the Tom Steed Center for Adult Education on the campus of Rose State College. Dr. Mathis is co-author of Human Resource Management, currently in use at over 500 colleges and universities throughout the United States and the textbook we will use in our training.

Please send a purchase order in this amount for each person in your agency who will be attending. Because we have limited space available for those wishing to attend, your agency will be billed the full amount for any cancellations occurring less than seventy-two hours before sessions.
