Personnel Assessment Division

Natasha Riley, Director

Employee Selection
The Personnel Assessment Division develops and validates a variety of employee selection procedures for state government, including written tests, ratings of training and experience, and performance tests. Written tests are administered to job applicants at OPM and many other locations throughout the state.

Resources for state agencies on employee selection

  • PDF version of a handbook on developing and administering structured interviews.
  • HRDS class Structured Interviewing Process; see the HRDS training schedule for dates and locations.

Testing information for applicants (and potential applicants) for state jobs

  • OPM administers Merit System tests Monday through Thursday (excluding state holidays), from 9:00 a.m. to 4:45 p.m. Please allow a minimum of two hours to take each test.
  • Written Merit System tests are available at several other locations around the state. Each testing site maintains a different schedule.  Most require appointments, but some do not. Please call or e-mail the test site for more information. Click here for the locations and contact information: Testing Centers. If you need a performance test (typing or data entry), be sure to ask if that location provides these tests.  If they do not, they should be able to recommend a nearby office that provides these, or call (405) 521-2177.

Employee Performance Evaluation
Personnel Assessment administers the Performance Management Process (PMP) for Oklahoma state government.  PMP is the employee performance evaluation tool that statute requires most state agencies to use in the annual evaluations of each employee's work performance.  Annual audits of various agencies are conducted by Personnel Assessment to determine the extent of compliance with the statutory requirements regarding performance evaluations.  Click on the previous link to download a pdf version of the PMP handbook or on the following links to get the PMP form.

Appointing authorities are required by statute to submit a form to OPM by March 31 of each year indicating the extent of the agency's compliance with the statutory requirements on employee evaluations.  The OPM-98 form is used for this reporting requirement.  This is an online form distributed in an All Appointing Authorities memo.
