Employee Selection Services Department


Who We Are
The Personnel Assessment Division is one of two divisions in the Employee Selection Services Department of the Office of Personnel Management.  The Applicant Services Division, which administers the recruitment system for Merit System Agencies, is the other.

Employee Selection
The Personnel Assessment Division develops and validates a variety of employee selection procedures for state government, including written tests, ratings of training and experience, performance tests, structured interviews, and certification tests. Written tests are administered to job applicants at OPM and 22 Career Technology Centers throughout the state.

Team members also provide consultation to state agencies on developing and administering structured interviews.  In 2001, OPM published a manual on this topic.  Click on the link above to download a pdf version of the manual.  A workshop based on the manual is also available through the Human Resource Development Services (HRDS) Division.  See the HRDS training schedule for dates and locations.

Employee Performance Evaluation
Personnel Assessment administers the Performance Management Process (PMP) for Oklahoma state government.  PMP is the employee performance evaluation tool that statute requires most state agencies to use in the annual evaluations of each employee's work performance.  Annual audits of various agencies are conducted by Personnel Assessment to determine the extent of compliance with the statutory requirements regarding performance evaluations.  Click on the previous link to download a pdf version of the PMP handbook or on the following links to get the PMP form.

Appointing authorities are required by statute to submit a form to OPM by March 31 of each year indicating the extent of the agency's compliance with the statutory requirements on employee evaluations.  OPM-98A is the form for this reporting requirement.  Agencies who are exempt from the statutory requirements should use OPM-98B to report their exemption.
