OPM Administrator and Cabinet Secretary of Human Resources and Administration
Oscar B. Jackson, Jr., serves as Administrator of the Office of Personnel Management (OPM) and Cabinet Secretary of Human Resources and Administration. OPM administers a comprehensive, multi-functional human resources system for state government.
In June 1991, Governor David Walters named Jackson Administrator of the Office of Personnel Management and Cabinet Secretary of Human Resources. In January 1995, Governor Frank Keating reappointed him to both positions, and in January 2003, Governor Brad Henry also reappointed Jackson OPM Administrator and Cabinet Secretary of Human Resources and Administration.
Jackson is a member of the Board of Trustees for the Oklahoma Public Employees Retirement System and the Employees Benefits Council. He is also a member of the Central Oklahoma Workforce Investment Board, serving Canadian, Logan, and Oklahoma Counties, and the City of Oklahoma City.
Jackson is a Past-President of the National Association of State Personnel Executives. He is a member of the Executive Council of the International Public Management Association for Human Resources (IPMA-HR), and serves as its 2007 IPMA-HR President. He also serves on the IPMA-HR Southern Region Governing Board and the National Public Service Award Executive Committee for the American Society for Public Administration and the National Academy for Public Administration.
He is a 1995-1996 graduate of Leadership Oklahoma. Jackson received the 1995 Administrator of the Year Award from the Oklahoma Chapter of the American Society for Public Administration; the 1997 National Public Service Award from the National Academy for Public Administration and the American Society for Public Administration; the 1997 Eugene H. Rooney, Jr. Award for Leadership in State Human Resources Management from the National Association of State Personnel Executives; the 1999 University of Oklahoma African American Outstanding Alumni Award; the 1999 University of Oklahoma Regents Award; and, the 1999 Outstanding Board Member of the Year Award from the Urban League of Greater Oklahoma City, Inc.
Jackson has a Bachelor's degree in Business Education from the University of Oklahoma, and has completed graduate work in Public Administration, with an emphasis in public personnel administration. In 2005, he was selected as an inaugural member of the University of Oklahoma College of Education Alumni Hall of Fame.
