Who We Are
The Office of the Administrator is comprised of Oscar B. Jackson, Jr., Administrator and Cabinet Secretary of Human Resources and Administration; Hank Batty, Deputy Administrator for Programs; Kara I. Smith, General Counsel; and, Janet Anderson, Executive Assistant to the Administrator and Cabinet Secretary.
In June 1991, Governor David Walters named Oscar B. Jackson, Jr., IPMA-CP, Administrator of the Office of Personnel Management and Cabinet Secretary of Human Resources. In January 1995, Governor Frank Keating reappointed him to both positions, and in January 2003, Governor Brad Henry appointed Jackson OPM Administrator and Cabinet Secretary of Human Resources and Administration.
Mr. Jackson is a member of the Board of Trustees for the Oklahoma Public Employees Retirement System, the Employee Benefits Council, the Committee for Incentive Awards for State Employees for the Productivity Enhancement Program, and the Oversight Committee for the State Employee Charitable Contributions (OCSECC).
In addition, Mr. Jackson is a member and Past President of the National Association of State Personnel Executives (NASPE) and member and Past President of the International Public Management Association for Human Resources (IPMA-HR).
Janet Anderson serves as Executive Assistant to the Administrator and Cabinet Secretary of Human Resources and Administration.
As Deputy Administrator for Programs, Hank Batty reports directly to the OPM Administrator and Cabinet Secretary of Human Resources and Administration, and is administratively responsible for the following OPM Departments: OPM State Employee Assistance Program, Employee Selection Services (Applicant Services and Personnel Assessment), Office of Equal Opportunity and Workforce Diversity, Human Resource Development Services, Management Services (Classification and Compensation), and Office of Workforce Planning.
Mr. Batty most recently served as OPM's Assistant Administrator for Employee Selection Services. Previously, he served as Director of OPM's Recruitment Division (now Applicant Services) from 1984 until 1998. Mr. Batty has been with OPM since 1979.
Products and Services We Provide
OPM's General Counsel has lead responsibility for administrative rulemaking, serves as a resource for OPM staff on questions of law concerning OPM functions, and advises OPM staff on compliance with the Oklahoma Personnel Act, the Administrative Procedures Act, the Open Meetings Act, the Open Records Act, and other provisions of law. The Chief Policy Attorney also is responsible for delegation projects, which are governed by 530:10-1-30, et seq., of the Merit Rules, and the Annual Agency Self-Evaluation of Human Resource Management and Human Resource Management Plan.
